Job Summary: The Base Officer will be responsible for
managing the Karamoja base and directly supervising support staff such as
cleaner and security guards. The main responsibilities of the job holder is
maintaining a smooth functioning of Karamoja base. The incumbent will oversee
tenancy agreements, provision of staff breakfast, office management, security and
cleanliness of the premise, all guests coming to SP Karamoja, coordinates
spiritual care for staff and ensure conducive working environment for all
staff. S/he will be manage the daily administration of the base, store keeping,
Handle human resource, support finance office of the base, maintain accurate
and up-to-date records of all administrative activities, enabling tracking and
cross-checking of requests and preparing monthly reports of this to the direct
supervisor; keep supervisor aware of all administrative activities in the
office, and availing monthly reports on all activities. The Base Officer will
report directly to the Area Coordinator

Key Duties and Responsibilities:
Office management

- Ensure every office
room has adequate furniture, clean, tidy at all times, conducive enough and
have working appliances including the office compound and its surrounding. - Ensure employees
contact list is maintained for use by staff and visitors. - Ensure the office
generator, lighting and water system are well maintained and functioning at
all time. - Ensure utility bills for office are paid in time.
- Ensure that all new staff have necessary orientation, are
comfortable and feel welcome in SP Karamoja Office. - Work with staff care team to ensure smooth coordination and
facilitation of staff devotion and ensure the spiritual wellbeing of all
staff and guests at the base. - Assist in data entry for the different projects, in a given location
plus any other administrative support required by the managers; maintain
accurate and timely data from all projects. - Support finance officer in scanning financial documents while
maintain confidentially - Facilitate social events for Karamoja base, where need be.
SP Uganda Visitors
- Coordinate hospitality and ensure that all guests have necessary
orientation and contact information. - Ensure that all guests are picked up and dropped off from the
airfield, hotels and any other locations. - Arrange means of transport for visitors and guests to Kampala
- Ensure that all guests have comfortable accommodation during their
stay with SP Karamoja. - Maintain good communication and networking with hotels while paying
bills in time. - Prepare and keep enough visitors card at the gate with the security
guards at all times. - Maintain regular liaison with service providers, proper
communication with vendors and visitors on a timely manner.
Store and Asset
Management
Management
- Daily maintain and keep track of goods/items in store
- Ensure that SP goods and assets are used and stored as required
while ensuring good stewardship of SP resources. - Work closely with the logistics coordinator to ensure that asset
tracking and inventory at the base is well maintained and is up-to-date
all the time. - Ensure custodial responsibility of all the assets stored at the office
and at field sites.
Staff-Management
- Receive and review daily and weekly work plans and updates from
cleaner and guards. - Carry out periodical performance review or appraisal exercises for
the supervisees. - Prepare job descriptions for supervisees and provide daily guidance
and leadership. - Supervise work through proper pre-planning and scheduling and review
and approval. - Help Area Coordinator, Logistics coordinator and Project managers
identify capacity building opportunities for staff. - Conduct periodical meetings with supervisees to ensure smooth
running of Karamoja base - Draft agenda, document minutes and circulate during base management meetings
- Keep track of base staff leave records.
- Handle base human resource management issues with supervisees and
other base staff including performance appraisals in conjunction with
logistics coordinator, Area coordinator and project managers. - Draw and maintain working rota for the cleaner and guards
Qualifications, Skills and Experience:
- The applicant for the Samaritan’s Purse Base Officer job placement
should hold a Bachelor’s degree in Administration, Management, Secretarial
studies, Human resource or other relevant field and with experience in
Information Technology and field level management experience. - A minimum of two years of related work experience
- Excellent planning and organization, coordination, and time
management skills - Strong analytical skills with ability to make independent judgment
and decisions, good ethical conduct in accordance with recognized professional
and organizational code of ethics, proactive, resourceful, professional,
humble, flexible, solutions- oriented and results-oriented, strong
negotiation, communication, and relationship management skills. - Strong cross cultural communication skills while promoting unity in
diversity amongst staff. - Should have knowledge of computer systems and its applications
especially Word, Excel and Outlook. - Dynamic, personable
- Good team player
