About US:
The Ministry of
Energy and Mineral Development (MEMD) in partnership with United Nations
Development Program (UNDP) is implementing a Global Environment Facility (GEF)
supported a full- size project titled: “Integrated Waste Management and
Biogas NAMA in Uganda”. The project aims at production of biogas for
electricity generation, provide environmental benefits and reduce greenhouse
gas emissions from improper and inadequate management and treatment of
wastewater and organic waste in towns, municipalities and agro-processing
industry in Uganda. The project combines demonstration and investment in
integrated waste treatment and biogas plants in agro-processing industry and
selected municipalities. Institutional strengthening, capacity building, and an
improved regulatory framework for improved waste management are key
deliverables of the project.
Job Summary:  The Finance and Administration Officer will
oversee and handle finance and administration issues.
Key Duties and Responsibilities: 
  • Ensure that all financial transactions are properly recorded, filed,
    and reported on a quarterly basis;
  • Create monthly and annual reports to identify results, trends, and
    financial forecasts;
  • Manage requests for the provision of financial resources by UNDP,
    through advance of funds, direct payments, or reimbursement using the FACE
    (Fund Authorization and Certificate of Expenditures);
  • Establish and implement financial reporting systems to comply with
    GoU as well as GEF/UNDP regulations;
  • Collaborate with auditing services to ensure proper compliance with
    all regulations;
  • Develop budgets and financial plans based on research and reports
    quarterly;
  • Report to the MEMD with timely and accurate financial information;
  • Maintain records on all project personnel/consultants and their
    respective status (contracts, ToRs, time and attendance – if appropriate,
    etc.) in accordance with accepted policies and procedures on a quarterly
    basis;
  • Assume overall responsibility for administrative matters of a more
    general nature, such as registry and maintenance of project assets, files
    and records;
  • Arrange external and internal meetings (including the meetings of
    the Project Board, Technical level, as well as other relevant meetings,
    etc.) and;
  • Any other duties assigned by the Project manager

Qualifications, Skills and Experience: 
  • The ideal candidate must hold a University Degree (Bachelor) in
    Business Administration, or Commerce or Accounting.
  • A minimum of three (3) years of experience in project management
    support, Administration support, Accounting/Finance, Office management, or
    other substantive area
  • Previous experience in development assistance or related work for
    reputable organization such as a government organization, a UN
    organization or International NGO;
  • Experience in the usage of computers and office software packages
    (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database
    packages, experience in handling web-based management systems.
  • Mathematical and Excel skills;
  • Knowledge of online financial management programs such as ATLAS;
  • Written and verbal English communication skills and;
  • Knowledge of general administration functions
  • Exerts strict adherence to corporate rules, regulations and
    procedures.
  • Familiarity with the internal control framework and results-based
    management tools is a must.
  • Ability to establish and maintain contacts with senior-level
    officials of the host government and key partners required.
  • Ability to communicate effectively, both orally and in writing, is
    required to obtain, evaluate and interpret factual data and to prepare
    accurate and complete reports and other documents.

    reliability, critical thinking and problem-solving skills;
