over 30 years.  Ambassador Deborah R. Malac currently heads the U.S
Mission to Uganda.  The Mission is composed of several offices and
organizations all working under the auspices of the Embassy and at the
direction of the Ambassador.

Job Summary:  The Economic/Commercial Assistant drafts
commercial reports, assists U.S. firms with due diligence inquiries on
potential Ugandan business partners, supports and often leads trade missions,
and identifies opportunities for U.S. exports to and investments in
Uganda.  The incumbent develops
relationships with the Government of Uganda to advance U.S. commercial and
economic policy in Uganda.  The incumbent
also develops relationships with the American Chamber of Commerce (AmCham), and
various Ugandan and U.S. commercial organizations to promote bilateral trade
between the United States and Uganda. The incumbent also provides strategic
economic and commercial research and analysis to help inform U.S. policy makers
and shape U.S. policy in Uganda. The incumbent coordinates with interagency
partners to promote bilateral trade between the United States and Uganda.
Key Duties and Responsibilities: 
  • Managing Flagship Commercial Services & Event Management: 
    U.S. Embassy Kampala is a Commercial Partner Post with the Foreign
    Commercial Services (FCS) at U.S. Embassy Nairobi.  Under the Partner Post program, the
    incumbent performs various commercial services for U.S. firms looking to
    enter the Ugandan market. 
    Commercial services include the Gold Key Service (GKS),
    International Company Profile (ICP), creating business contact lists, International
    Partner Search (IPS), and supporting or leading trade missions to
    International Buyer Programs (IBP) and reverse trade missions.  The incumbent – with approval from the
    supervisor – makes recommendations on the commitment of up to $20,000 in commercial
    service funds and business facilitation funds for securing venues for
    commercial events as well as funding commercial training for the incumbent
    and the supervisor.  The incumbent
    co-ordinates with FCS to facilitate regional trade events, as well as
    identify commercial opportunities for U.S. businesses in Uganda. S/he will
    perform basic due diligence on potential Ugandan business partners for
    U.S. firms.  S/he will gather and
    analyze information on economic and political developments relevant for commercial
    advocacy.  The incumbent will also
    assess the impact of the Embassy’s full range of trade promotion programs
    to help the supervisor report on the efficacy of these Embassy-supported
    initiatives.
  • Commercial and Economic Research and Analysis: 
    The incumbent gathers and analyzes information on economic and
    political developments to assist the supervising officer in preparing a
    wide variety of written products for external and internal use.  The incumbent is also frequently tasked
    with drafting such products independently, with minimal supervision, and
    is expected to produce drafts requiring minimal editing by the
    supervisor.  The incumbent will
    independently prepare annual reports including the Commercial Action Plan,
    Investment Climate Survey, Investment Climate Statement, Country
    Commercial Guide, AGOA Eligibility Report, Fiscal Transparency Report, CIA
    Factbook, and the Anti-Money Laundering Report.  The incumbent will also prepare internal
    documents including briefing memos and talking points for the Ambassador
    and other senior USG officials. Finally, the incumbent will prepare
    external documents including diplomatic notes, and formal cable updates on
    a wide range of commercial and economic topics.  In addition to research services, the
    incumbent serves as local expert for the supervising officer, providing
    insight into Ugandan business contacts.                                                                                     
  • Contact Work:  The incumbent maintains contact with
    senior and mid-level officials in the Ministries of Finance, Trade,
    Energy, Works and Transport, Agriculture, Wildlife, and Tourism as well as
    in various agencies including the Bank of Uganda, the Uganda Investment
    Authority, the Civil Aviation Authority, Customs, the Uganda Registration
    Bureau, and the Uganda Bureau of Statistics.  The incumbent is also expected to
    develop and maintain a wide range of Ugandan and U.S. business contacts,
    including at very senior levels. 
    The incumbent monitors potential business opportunities for U.S.
    companies, with an emphasis on government tenders.  The incumbent must maintain an
    up-to-date and nuanced understanding of on-the-ground economic
    developments, challenges, concerns, and opportunities, to assist U.S.
    policy makers and U.S. companies to make prudent business decisions. 
  • Commercial Inquiries & Data Analytics: 
    The incumbent regularly receives, evaluates, and drafts responses
    to proposals and inquiries from Ugandan and American companies.  S/he regularly maintains and updates the
    Embassy’s commercial database to ensure convenient and timely access to
    all contact information, and optimizes the database to allow for analysis
    and targeted prioritization. 
  • Relationship and Travel Facilitation: 
    The incumbent frequently arranges all aspects of meetings and field
    visits for the Economic Officer with various American and Ugandan
    businesses, prominent businesses operating in Uganda, and government
    officials.  The incumbent is often
    tasked with arranging programs for high profile official visitors. 
  • Bridge with the Private Sector:  The U.S. Embassy has a
    strong partnership with AmCham to connect U.S. firms with other businesses
    in Uganda on commercial opportunities. 
    The incumbent coordinates with AmCham to develop and implement
    trade missions in Uganda.  The
    incumbent represents and advocates on behalf of the Embassy’s Commercial
    Section at American Chamber of Commerce (AmCham) board meetings. 
  • Promotes Interagency Cooperation:  Collaborates with USAID,
    Department of Commerce, Department of Agriculture, U.S. African
    Development Foundation, U.S. Trade Development Agency, OPIC, and EXIM Bank
    to promote and support U.S. business participation in various development
    projects in Uganda.  The incumbent
    makes all the necessary arrangements for U.S. and Ugandan travelers to
    attend various commercial events. 

Qualifications, Skills and Experience:
  • NOTE:  All applicants must address each

  • The applicants for the US Embassy Economic/Commercial Assistant job
    opportunity should hold a Bachelor’s degree in Business
    Administration, Economics, Law, Mass Communication, or International
    Relations
  • At least three years of progressively responsible experience in
    either Governmental work related to political or economic issues; work in
    a for-profit business; work in a non-profit organization focused on
    economic growth, an enabling business environment, other pro-business or
    economic theme; or other work, including journalism, academia, or public
    affairs related to political or economic issues is required.
  • Extensive knowledge and basic understanding of the local business
    environment, including major companies, cultural norms, and business
    practices.
  • A basic familiarity with U.S. business practices and international
    trade is required.
  • Strong analytical and writing skills (organizational skills) that
    can be applied to identifying and summarizing key economic and business
    developments in Uganda. 
  • Ability to develop and maintain a network of useful contacts with
    Ugandan private sector. 
  • Must have an intermediate skill level using Microsoft Word and
    Excel.  
  • Must have an intermediate skill level in arithmetic to analyze and
    report economic data. 
  • Typing skills with speed and accuracy is required.
  • Language Proficiency:  Level IV (Fluent)
    reading/writing/speaking of English is required.
