Job Summary:  The Programme Manager will manage Leonard
Cheshire’s (LC) programme in Uganda, working closely with partner organisations
to ensure the effective delivery, financial management, monitoring and
reporting of projects. The role will also be required to identify and develop
new project opportunities and partnerships in the country
Key Duties and Responsibilities: 
Program
Implementation and Management:
·        
Manage
and implement LC programme activities in line with its strategic plan for
Uganda and the region
·        
Ensure
that all projects are implemented according to contract, in time and on budget
·        
Ensure
robust financial monitoring for all projects, including regular review of
finance reports and spot checks on charges, receipts and all other project related
reports
·        
Visit
partner offices and project sites as needed to support and monitor staff,
engage local school and community leaders and maintain clear visibility and
knowledge of the successes and challenges of operations
·        
Work
with relevant in-country and headquarter staff to strengthen and improve
program monitoring, impact and sustainability
·        
Enhance
the capacity of partners in the East Africa region to advocate on issues
related to economic inclusion and inclusive education
·        
Develop
and maintain consistent, clear and timely communications and reporting for all
country-related activities, issues, and updates
·        
Support
Head Office with the drafting of TORs, manage and monitor LC sub-contractors,
to ensure activities and outcomes are produced in an effective and timely
manner and in line with donor and LC requirements
·        
Comply
with all LC policies and procedures and ensure contractors and their project
staff have copies of and comply with policies and procedures
Partnership
Management:
·        
Be the
primary point of contact for partner organisations in Uganda
·        
Develop
and implement capacity building plans with partners to address identified gaps
and needs
·        
Identify
new funding and non-funding partnerships with DPOs, NGOs and other
organisations with which LC can partner to further impact and reach 
Programme design
and development:
·        
Develop
strategies and actions that further LC’s ambitions and priorities
·        
Working
closely with the LC fundraising team, build opportunities for the development
of new projects in Uganda with key project stakeholders including training
institutes, government (national and district), employers, communities, DPOs,
(I)NGOs and international donors

Qualifications, Skills and Experience: 
·        
The
applicant for the Programme Manager job vacancy must hold a Degree level qualification
in a related discipline Significant experience in management of development
programmes in Uganda, preferably in the disability sector
·        
Experience
in leading a portfolio of diverse, high-value projects with multiple
stakeholders
·        
Development
experience in the field of economic empowerment, inclusive education and/ or
disability programmes within an NGO/ international organization
·        
Good
knowledge of current issues, policies and best practice in economic
empowerment, inclusive education in Uganda
·        
Experience
of training and capacity building of a variety of stakeholders
·        
Experience
of working through partners / partner management
·        
Experience
of developing resources and communication materials for internal and external
audiences
·        
Experience
of managing donor contracts and budgets
·        
Knowledge
in advocacy and proven track record of engaging and building networks with
local and national organisations
·        
Excellent
partner management and team building skills including capacity building and
training
·        
Ability
to work independently and within a team
·        
Ability
to be proactive, work flexibly and think creatively
·        
Project
and Financial management and analysis skills
·        
Excellent
communication (written & spoken) and relationship building skills
·        
Good
working knowledge of local languages and basic proficiency in Sign Language
will be an added advantage
·        
Excellent
knowledge and use of IT packages, including Microsoft Word, Outlook, Excel,
Power point
