in West Nile, Acholi, Karamoja and South-Western Uganda. ADRA wishes to recruit
a highly qualified, experienced and energetic Ugandan national, to occupy the
vacant position of Internal Auditor/Controller.
About CEMS:
Comprehensive
Emergency Medical Support (CEMS) – Field Emergency and Inpatient Unit +
Comprehensive Primary and Secondary Health Clinic. The CEMS Project is
contributing to run a static emergency medical unit 24/7 in Kyaka II Refugee
Settlement that is serving the refugee community mainly from DRC, as well the
host community.
Job Summary: The
Clinical Officer’s primary goal is of providing care to sick and injured
patients as well as maintaining the health of all patients, by ordering
diagnostic tests and interpreting the results. The Clinical Officers should be
analytical and detail-oriented problem solvers with strong written and verbal
communication skills. They should have the ability to work collaboratively with
other healthcare professionals as needed. Strong interpersonal skills and the
desire to help others are also essential. The first of these attributes is
having good interpersonal communication skills. General Practitioners spending
the majority of their working days dealing directly with patients, being able
to make them feel comfortable whilst conveying important information about
their health, is vital. The second attribute required is critical thinking
skills. They should also be able to work as part of a multi-disciplinary team
and have medical skills and extensive knowledge of the various medical
treatments, methodologies and pharmaceutical solutions available to treat their
patients’ ailments is essential.
Key Duties and Responsibilities: 
  • Meeting patients who visit the OPD, making them feel comfortable and
    asking questions to determine the nature of their visit;
  • Providing skilled health assessment, diagnosis and treatment
    services (including contraception) to a patient;
  • Prescribe or administer treatment, therapy, medication, vaccination,
    and other specialized medical care to treat or prevent illness, disease or
    injury;
  • Order, perform, and interpret tests and analyze records, reports,
    and examination information to diagnose patients’ condition;
  • Explain procedures and discuss test results or prescribed treatments
    with patients;
  • Refer patients to other providers if their needs exceed the range of
    care able to provide;
  • Collect, record, and maintain patient information, such as medical
    history, reports, and examination results;
  • Monitor patients’ conditions and progress and reevaluate treatments
    as necessary;
  • Advising patients on diet, nutrition, exercise and other lifestyle
    habits to prevent or recover from illness;
  • Coordinate work with other medical doctors, nurses, social workers,
    rehabilitation therapists, pharmacists, psychologists, and other
    healthcare providers;
  • Arranging admission of patients to the hospital when necessary;
  • Maintaining professional knowledge and standards through continuing
    medical education, and personal professional development, keeping up to
    date with the latest medical treatments and medications relevant to
    general practice/primary health care.

Qualifications, Skills and Experience: 
  • The ideal candidate for the ADRA Uganda Clinical Officer job
    placement should hold a Diploma in Clinical Medicine
  • Three years of experience
  • Ability to work in a rotating shift of 8 hours
  • Flexibility to work 16 hours shift when needed
  • Availability to work 24 hours shifts;
  • Fluent in English
  • Swahili and French
  • Ability to communicate and interact well with people from different
    educational, linguistic, cultural and religious backgrounds
  • Proficiency in handling basic computer programs used in hospital
    management and basic computer skills in Word and Excel.
