Authority was established as a public Authority, and its mandate is to promote
and oversee the coffee industry by supporting research, promoting production,
controlling coffee quality, and improving the marketing of coffee in order to
optimize foreign exchange earnings for the country and payments to the farmers.
Job Summary:  The Technical Extension Manager will develop
systems, policies, programs, guidelines procedures for all coffee technical
extension activities and monitor their implementation.
Key Duties and Responsibilities: 
  • Develop guidelines and programs for coffee quality improvement,
    coffee processing, inspection of coffee factories and equipment, and
    dissemination of agro-technical knowledge to coffee farmers, processors,
    exporters and roasters.
  • Prepare departmental annual budgets, work plans and procurement
    plans, and manage all resources allocated to the department.
  • Maintain a register of coffee buyers, processors and exporters, and
    ensure that relevant license fees are paid.
  • Plan for the retooling and training of field staff in the regulatory
    framework as well as coffee processing technologies.
  • Scan for new policy issues and coffee processing technologies and
    guide Management accordingly.
  • Monitor the implementation of field quality evaluation programs and
    make recommendations on appropriate actions to be taken.
  • Develop partnerships and networks, and liaise with other coffee-sub
    sector players on the enforcement of coffee regulations and improvement of
    coffee quality in the country.
  • Manage and coach the departmental team to ensure Staff deliver on
    their performance targets.
  • Prepare periodic reports as required by Management.
  • Perform any other duties as may be assigned by the Management Team
    from time to time.

Qualifications, Skills and Experience: 
  • The applicant must hold an Honours degree in any one of the
    following disciplines: Agricultural Engineering; Mechanical Engineering;
    or any other relevant field.
  • Post graduate qualification in either Agricultural Engineering, or
    agricultural field, or Project Planning and Management
  • Membership to an Engineers’ professional body will be an added
    advantage Experience
  • At least ten (10) years relevant working experience in agricultural
    processing, or regulatory function, or farm planning, five (5) years of
    which should have been at a supervisory level.
  • Ability to formulate strategies and policies for improved coffee
    technical extension services delivery.
  • Strong Leadership and organizational skills.
  • Excellent communication skills and the ability to maintain positive
    working relationships with key stakeholders.
  • Excellent Report writing skills
