the countries of Uganda, Kenya, Rwanda and South Sudan. They are recruiting on
behalf of one of their National-based clients.
Job Summary:  The Regional Project Officer will work very
closely with the Regional Director, Regional Programme Coordinator (RPC) as well
as the program staff in Sudan, South Sudan, Djibouti, Ethiopia, Somalia, Kenya,
and Somaliland. The incumbent will manage a portfolio of projects and related
activities and contribute to further refine the Organization’s strategy and its
effective implementation. The RPO has the responsibility to manage the
projects, contribute to the development of its programs and fundraising
activities, maintaining contact with stakeholders, including donors, members, partners
and others.
Key Duties and Responsibilities: 
·        
To
facilitate and contribute to the organization’s program development,
implementation and general overview of all regional projects.
·        
Coordinate
the implementation of regional projects including planning, contracting,
monitoring, reporting and evaluation;
·        
To
identify opportunities for fundraising and to suggest ideas for new programs
and initiatives, often working closely with the Programme Development and
Fundraising Officer to develop new concepts / proposals.
·        
To
establish communication and collaborate with researchers, technical experts,
knowledge
·        
institutes
and grass roots experts;
·        
To
contribute to all organization’s publications, reports, public statements and
proposals;
·        
Ensure,
in close collaboration with the Communications Officer, effective co-ordination
between the broad base of the Organization’s staff, Members, and allies in the
Horn of Africa;
·        
To
ensure the network’s sustainability by communicating effectively in
collaboration with the Communications Officer with all the members and to
identify possible new members for the Organization.
·        
To
contribute to the development of policy papers, statements and briefings
required for the organization’s advocacy, as well as occasional contribution to
public statements, press releases, and other outreach communications;
·        
Planning,
reporting and supervising the proper use of the budget allocated and ensuring
alongside the Finance Department the proper documentation and use of all the
funds expended in support of the organization’s programming throughout the Horn
of Africa;
·        
To
monitor in-person, during frequent field visits throughout the Horn of Africa,
the progress of projects in course, conduct contextual analysis, and relate
these backs to the Kampala Secretariat;
·        
To
continue to build systems for increasing the efficiency and visibility of the
Organization’s programming in the Horn of Africa, including but not limited to
project start-up (‘Grants Opening’), development of project-based Operational
Plans and Implementation Timelines, and the maintenance of the Organization’s
reporting systems.

Qualifications, Skills and Experience: 
·        
The applicant
must hold a strong academic background, with Masters-level education
·        
Strong
combination of studies and work experience in the fields of women, human rights
and development in the African context, East and Horn of Africa and/ or /Middle
East & North Africa;
·        
Have
experience and understanding of project cycle management, including monitoring
and evaluation, results-based management, technical and financial reporting;
·        
Strong
knowledge and understanding of the Horn of Africa, specifically, Sudan, South
Sudan, Somalia, Somaliland, Djibouti, Kenya and Ethiopia.
·        
Good
understanding of the Horn of Africa political and social context, and knowledge
of the regional and international mechanisms/dynamics influencing the region;
·        
Previous
exposure to international and/or multicultural /multilingual environment –Able
to function effectively within a multi-cultural team;
·        
Have the
willingness to travel regularly often around the region, often in areas
affected by conflict or instability.
·

to function effectively within a multi-cultural team;
Skills and
Competencies
·        
Ability
and experience in staff management and capacity building preferable;
·        
Strong
sense of initiative and creativity is desirable;
·        
Curiosity,
willingness to ‘learn while doing’ and a strong and genuine interest in the
Horn of Africa, particularly in Horn women and girls and their strengths and
challenges, is essential.
·        
Strong
organizational skills, including the ability to manage priorities, work under
pressure and meet tight deadlines;
·        
Strong
communication, networking and advocacy skills;
·        
Strong
writing skills – fluency in written and spoken English is a prerequisite, with
·        
Knowledge
of other regional languages an added value;
·        
Flexibility
and ability to shift priorities based on changes of context;
·        
Ugandans
and those having residence in Uganda are encouraged to apply.
