About US:
Following Cabinet
approval of Green Jobs and Fair Labour Market Programme and further directive
on the Pilot of Songhai Model on a Government Land in December 2016. The
Ministry of Gender, Labour and Social Development has kick-started the
implementation of the Programme. The programme is aimed at creation of green
and decent employment, enhancement labour productivity, and reduction of
poverty reduction. The programme targets both educated and uneducated women and
youth. Overall, the programme contributes to reduction of the high levels of
unemployment among educated and uneducated through: –
approval of Green Jobs and Fair Labour Market Programme and further directive
on the Pilot of Songhai Model on a Government Land in December 2016. The
Ministry of Gender, Labour and Social Development has kick-started the

- Promotion of workplace re-skilling and skilling for educated and
un-educated; - Promotion of resource efficiency and social safeguards at
workplaces; - Enhancement for the productivity of workers and enterprises
Job Summary: The Quality Productivity Engineer will lead
the design and implementation of informal sector support and establishment of
industrial business shelter with common user facilities pillars/components under
the programme.

Key Duties and Responsibilities:
- Establish Industrial business shelters (common-user facilities) for
Mechanical, Metal Fabrication and Welding; Electrical; Woodwork and
Carpentry; Art, Design, Leatherworks, Textile & Tailoring; Plumbing
& Construction; Agro processing; Information, Communication and
Technology; Automobile Assembling, maintenance and repairs; Cosmetology;
and Creative Arts with skilling facilities in Kampala and other urban
areas across the country. Each Shelter will house a workplace skilling
facility and Master Craftsmen or Experienced Trainers in different trades.
The shelters will also be equipped with utilities like water, ICT, power,
stores, sanitary conveniences, restaurants, workplace health promotion
areas among others - Develop statement of requirements for modern state of art
equipment/plant and tools for installation and management in the
industrial business shelters as well as development and implementation of
the maintenance plan - Develop business start-up tools kits list of requirements for
informal sector businesses and develop a maintenance plan - Work with Skills Development and Employability team to design and
implement Training Programmes for informal sector businesses - Develop a Public Private Partnership arrangements for the management
industrial business shelters - Identify, evaluate, and recommend changes or improvements in
operational process, procedures, and equipment and provide analysis to
support these changes; - Perform process validation and maintains necessary documentation;
- Assist users of equipment and tools in understanding and
establishing baseline performance and work standards for products and
services produced in the shelter; - Develop cost comparisons of alternate processes, parts, tooling,
equipment, or systems within Operations; - Performing cost studies, economic comparisons, and justification
analysis through lowering the cost of production by eliminating wastes in
both manpower and materials; - Undertake research, develop and implement cost reduction programs;
- Identify opportunities for continuous improvement by reviewing
production processes and tooling to identify and implement processes that
will reduce cycle times, process variation, defects, set up times, lead
times, inventory or costs; - Reviewing developments in machinery and manufacturing techniques that will sustain
effective and lasting change. - Support the establishment of integrated production system using the
Songai Model. - Perform any other duties that may be assigned from time to time.
Qualifications, Skills and Experience:
- The applicant must hold an honours Bachelor’s Degree in Mechanical
Engineering, Electrical Engineering, Industrial Engineering or related
disciplines from recognized university. - Five years’ experience in any machine oriented background or
industrial production processing is a must - Master’s Degree in the same field is an added advantage.
Competences
- Ability to design, develop, implement
and improve integrated systems that included people, materials,
information, equipment and cost. - Capable of performing root cause
analysis to determine cause and solutions to various technical
manufacturing issues. - Product costing knowledge and ability to
identify opportunities for cost reduction. - This position requires and intermediate to
advanced skill level with CAD software or any software dealing with plant
layouts and process flow mapping; Design Skills, Project Management,
Manufacturing Methods and Procedures, Process Improvement, Technical
Understanding, Documentation Skills, Safety Management and Supervision
