About US:
The Government of
Uganda (GOU) has received a Grant from the received a Grant from the Energy Sector
Management Assistance Program (ESMAP), a multi-donor trust fund operated by the
World Bank, towards the cost of the Uganda Clean Cooking Supply Chain Expansion
Project (UCCSCEP). The aim of UCCSCEP is to expand both access to, and adoption
of, cleaner and more efficient cooking solutions, reduce household air
pollution and related burden of disease, and reduce household consumption of
and expenditure for biomass cooking fuels. GOU intends to use part of the
proceeds of the Grant towards payment for Consultancy Services for provision of
project management services.

Job Summary: The Project Officer will support the PSFU ERT
3 Component Manager in the broader operation and management of the UCCSCEP
project but with special focus on supporting awareness and market activation
activities and ensuring the smooth flow of information between the various
participants in the Distribution Challenge Fund (DCF) and other stakeholders.

participants in the Distribution Challenge Fund (DCF) and other stakeholders.
Key Duties and Responsibilities:
- Work closely with the firm carrying out the awareness and market
activation consultancy assignment in planning of the activities and
ensuring participation and engagement of the grantees in the process; - Facilitate practical solutions for the participating grantees to
enable more effective utilization of the lines of support and more
expeditious achievement of project targets; - Track the project progress by conducting weekly calls and on-site
visits as necessary to grantees to assess progress of the implementation
of the business plan; create and manage key performance indicator
dashboards; - Manage the communication among all stakeholders in the DCF;
- Answer queries from consortia members about issues relating to the
grant mechanism and individual lines of support; - Prepare quarterly progress reports on implementation progress of
each support line; - In conjunction with the Independent Verification Agent, prepare
quarterly progress on the overall project results; - Carry out any other tasks assigned or approved by the Project
Director.
Qualifications, Skills and Experience:
- The applicant must hold a first degree in Business Management,
Financial Management, Economics, or other related fields; - A minimum of three years of business operations experience;
- Experience working on donor funded projects/programs preferred;
- Demonstrated experience in innovating, collaborating and engaging
high level and complex marketing & awareness schemes in the commercial
clean cooking sector or similar; - Demonstrated experience in the application of: Analytical and
Project management skills; - Effective oral and written communication skills in the English
language; - Computer skills including but not limited to MS Word, Excel, Project
and Power Point - Experience managing geographically dispersed clients and/ or teams
strongly preferred - Strong problem-solving skills built and comfort with ambiguity a
strong plus; start-up experience preferred - Proven integrity and a clean record.
- Candidates with a demonstrated understanding of the clean cooking
sector business will have an added advantage.
