About Project:
In Uganda, URC works
with the Ministry of Health, the Uganda People’s Defense Force (UPDF), and
other stakeholders will provide technical assistance for scaling up provision
and access to comprehensive, integrated and decentralized HIV and sexual health
services. The overall goal of the project is to support Uganda to reduce the
number of new HIV infections and other STIs among members of the UPDF, their
families, and the civilian communities served by the UPDF health services. The
project will directly support the UPDF to aggressively scale-up the military
ART program to achieve the UNAIDS 90-90-90 goal to ensure 90 % of the
population knows their HIV status, 90% of HIV positives are on ART and 90% of
those reach viral suppression. The project will focus on the following areas:
1) HIV/AIDS Care and Treatment, 2) HIV Testing Services (HTS), 3) HIV Clinical
Monitoring Systems, and 4) HIV prevention interventions.
Job Summary:  The Procurement Officer will coordinate office
operations and will provide office management services to the project. He/she
will assist in maintaining regional office files and assist with
administrative, logistical and procurement, tasks.
Key Duties and Responsibilities: 
The
Procurement/Finance Assistant will be responsible for the following activities:
  • Coordinate office operations and provide office management services
    by maintaining office equipment and updating inventory;
  • Source required goods and services for the project and prepare
    procurement documentation and approvals;
  • Process payments and manage relationships and correspondence with
    vendors;
  • Manage office upkeep and other space requirements including office
    maintenance concerns;
  • Maintain required equipment inventory and property management
    compliance documents as required by project contract or audits
  • Prepare project inventory tracking, monitor the project inventory,
    prepare and submit monthly reports of lost, stolen and damaged inventory;
  • Maintain accurate and up-to-date electronic and paper filing systems
    for all procurements
  • Work closely with Finance and Administration Manager and technical
    staff of the project in order to prepare procurement plans
  • Process documentation needed to recruit and contract consultants and
    subcontractors; perform the actions necessary to initiate appropriate
    contractual mechanisms and seek necessary internal approvals; and,
  • Perform other logistics related duties as required by supervisor.

Qualifications, Skills and Experience: 
  • The applicant for the USAID Project Procurement Officer job must
    hold a Diploma in Finance/Accounting;
  • Three years of experience in finance/accounting preferably with a
    non-governmental organization;
  • Demonstrate willingness to work with others in an interactive team
    setting;
  • Fluency in writing and spoken English; and
  • Good interpersonal, organizational and team building skills.
