About US:
The Government of
Uganda through Ministry of Gender, Labour and Social Development is
implementing Chemical Safety and Security Project. The Project goal is to
strengthen institutional, technical and operational capabilities in chemical,
biological radiological, nuclear and explosive emergency planning, response and
management through (i) strengthening effective detection, prevention and
response of chemical, biological radiological, nuclear and explosive terror and
related incidents attacks (ii) promotion of education and awareness on
effective detection, prevention and response of chemical, biological
radiological, nuclear and explosive terror and related incidents attacks among
stakeholders and general public and (iii) strengthening coordination mechanisms
in effective detection, prevention and response of chemical, biological
radiological, nuclear and explosive terror and related incidents attacks.
Job Summary:  The Monitoring and Evaluation Officer will
coordinate and support implementation of monitoring and evaluation all the
project activities to be conducted in accordance with the Logical Framework of
the Project.
Key Duties and Responsibilities: 
  • To establish, and then periodically review, clearly defined and
    measurable outputs and outcomes for the Programme;
  • To work with the project teams, to establish, and then periodically
    review, systems for capturing data that allows progress against the agreed
    outcomes to be measured;
  • Set the standard of data capture required within the Project;
  • To undertake qualitative and quantitative surveying that provides
    information in addition to that captured by casework teams, as required;
  • To take responsible for commissioning research and evaluation work
    from third parties when required, and to manage this relationship with
    such organizations or academic departments to ensure that the work meets a
    set of pre-agreed obj ectives;
  • To analyze the data generated by the monitoring and evaluation
    process, and then produce and present management information to senior
    management;
  • To take the lead in producing data and analysis on the impact of the
    program work to be included in the Annual Report, and any other impact
    reports, that is suitable for a variety of internal and external
    audiences;
  • To research and provide regular internal briefings on developments
    in policy and practice as it relates to any of the work that the Programme
    undertakes;
  • Perform any other duty that may be assigned by the Project
    Coordinator.

Qualifications, Skills and Experience: 
  • The applicant must hold a Bachelor’s Degree in Business
    Administration/Economics/ Statistics from a recognized University.
  • A Postgraduate Diploma in Monitoring and Evaluation is an added
    advantage
  • A minimum of three to five years of working knowledge and experience
    in monitoring and Evaluation
  • He/She should be familiar with quantitative as well as qualitative
    monitoring and evaluation methods.
