all aspects of the refugee cause in more than 36 countries throughout the
world. The aim of DRC is to protect refugees and internally displaced persons
(IDPs) against persecution and to promote durable solutions to the problems of
forced migration, on the basis of humanitarian principles and human rights. DRC
works in accordance with the UN Conventions on Refugees and the Code of Conduct
for the ICRC and NGOs in Disaster Relief.
Job Summary:  The MEAL Officer is mainly responsible for
providing oversight for the Adjumani Field Office programmes MEAL function
including, putting in place and ensuring that the Programme uses basic MEAL
tools to adequately plan, monitor and report in a timely manner on activity
implementation and results. In collaboration with the Area Manager, Senior MEAL
Officer and the Programme team, the job holder ensures that the Programme has
information briefs, regular sharing of Programme updates with stakeholders. In
addition, the job holder ensures that Quality Benchmarks are used during
implementation of Programme activities and puts in place a tailor made
documentation strategy for impact stories, reports, and best practices and
makes sure that lessons learned are fed into Programme planning processes. The
MEAL Officer is responsible for ensuring that Programme data on outputs and
outcome progress is collected accurately and in a timely manner; supports
training of Programme team and partners in quality data collection and
management including use of data to inform decisions on Programme priorities.
The job holder is expected to be ready to support in the event of emergency or
refugee influx.
Key Duties and Responsibilities: 
Programme Support
  • Actively participate in the development of Annual Plans and budgets
  • Ensure that MEL activities are planned and adequately budgeted for
  • Lead in organizing and undertaking surveys to provide primary data
    (baseline, coverage, KAP surveys, PDMs, Endlines, etc.) when required and
    as part of ongoing assessment of the impact of sector programmes and
    ongoing sector needs identification
  • Assess whether programs are reaching their targets and inform
    appropriate program staff when targets are not being met
  • Facilitate assessments and operational research for contextual
    understanding, identifying opportunities, vulnerabilities, capacities and
    resources, deciding feasibility and setting MEAL priorities at the Field
    level
  • Ensure proper documentation of all MEAL processes and
    outcomes(including ensuring outcome monitoring is conduct to ensure change
    in practices and behaviours are measured overtime)
Monitoring and
Evaluation and Inception & Closure:
  • Work with Country Officer Senior MEL Officer, Project Managers and
    Sector Team Leads to ensure quality programming and adherence to DRC
    MELMOPs, values and principles, SPHERE and other sector standards and
    protocols as well as the mainstreaming of cross-cutting themes (Conflict
    mitigation, Gender & Environment)
  • Ensure effective monitoring and evaluation of programme quality,
    using a variety of monitoring tools appropriate to programme sectors, and
    aligned to results frameworks
  • Develop a Monitoring, Evaluation, Accountability and Learning (MEAL)
    system, linked to the Country Office system, consistent with the DRC DME
    framework
  • Design, implement and periodically review programme and Project
    M&E plan that ensures grant-funded programmes comply with donor
    requirements
  • Participate with Country Office Grants and MEL teams in Inception
    and Closure of programmes and Projects
  • Support Project Managers, Sector Team Leads in the development of
    M&E tools for all sectors and projects (including indicators tracking
    matrix)
  • Oversee implementation of M&E systems through regular field
    monitoring visits and tracking of Key Performance Indicators
  • Conduct/Supervise mid-term reviews and internal evaluations and
    prepare reports
  • Support project teams to Prepare Terms of Reference (ToRs) and
    provide technical guidance for assigned project evaluations
  • Provide project staff with the design of exit strategies, and
    monitor progress of project transition
Reporting:
  • Review   project reports as
    well as donor reports to ensure compliance with recommended guidelines,
    formats and standards
  • Review quarterly and annual field reports before sharing with
    Country Office and with external stakeholders
  • Provide quality assurance by reviewing all quarterly, annually, and
    final reports before submission to Country Office and donors (Ensure
    quality reports are submitted)
  • Analyse annual programme reports and organize appropriate learning
    to disseminate key achievements and lessons learnt
  • Train staff on generating Change stories in reports and share with
    MEAL and communications at Country Office
Capacity Building
and Program Quality Assurance:
  • Work closely with Senior MEAL Officer to strengthen MEAL standards,
    develop/refine tools for MEAL in line with programme designs
  • Analyse reports, identify lessons learned, and impact in order to
    improve programme design
  • Support Project Managers and Sector Team Leaders to evaluate the
    quality of implementation in order to improve technical and managerial
    leadership
  • Work to enhance capacity for quality programming through: training,
    coaching and mentoring staff on different donor requirements and Results
    Frameworks
  • Support training and capacity development of Field staff on MEAL:
    programme assessment, design, monitoring & evaluation methodologies
  • Support training and capacity development of project staff on data
    analysis using simple applications(e.g. excel)
Information
Management, Innovation and Learning:
  • Develop and maintain basic Information Management System (MIS) that
    is linked to Country Office System and supports projects and sectors
  • Support the Programme team to collect quality data, analyse and use
    it to improve programme interventions
  • Assist the programme team to carry out assessments, design,
    monitoring & evaluation methodologies and models
  • Coordinate Field Office programme review meetings: quarterly, semi
    an annual to facilitate dialogue and learning on project/programme
    implementation
  • Include in the overall M&E plan, a periodic process for
    intentional learning and reflection from assessments, programme progress
    monitoring etc. to improve programme quality
  • Promote accountability through routine, accurate collection and
    reporting of information that confirms status of programme activities
    based on Results Framework/Results Chain, quality control systems and
    mechanisms needed to guarantee proper management of data and information
  • Work closely with the data entry officers of each sector and with
    the Senior MEAL Officer to create needed templates and improve existing
    ones.
  • Ensure proper collection of data and indicators follow-up on a
    daily, weekly or monthly basis
  • Set up an archiving system for sources of verification and work with
    program teams to ensure these are available and filed
  • Support the expansion of mobile data collection approaches and
    platforms within the field Office staff.

Qualifications, Skills and Experience: 
  • The ideal candidate for the Danish Refugee Council (DRC) MEAL
    Officer job placement should hold a Bachelor’s degree in related subject –
    e.g. IT/computer science, social sciences, project management
  • Three to four years of experience in monitoring and evaluation of
    development or humanitarian programs
  • Strong IT skills in MS Word, Excel and kobo toolbox software. Other
    statistics software is a significant asset
  • Ability to work independently and to setup one’s own work plan
  • Fluency in English
