(Uganda) is an International NGO established to address the challenges faced by
young people in Uganda by placing young people at the forefront of change and
development. Our vision is for all Ugandan youth to live healthy and productive
lives, fully supported by those around them. Our programming focuses on three
core areas: youth sexual and reproductive health and rights, youth civic
participation and youth employment and livelihoods.
Key Duties and Responsibilities: 
Coordinate the
recruitment process (30%)
  • Work with recruiting managers to develop a recruitment plan
  • Ensure roles are advertised in strategic places including on
    Restless Development’s website, Social media pages and other spaces as
    appropriate.
  • Manage the application process and check applications prior to the
    short-listing process
  • Liaise with recruiting Managers on shortlisting and long lists
  • Organise interviews for short listed applicants, including arranging
    the interview date, panel, rooms and interview programme
  • Liaise with Managers and People and Performance Coordinator to
    develop Interview material
  • Oversee the preparation and distribution of interview packs
  • Oversee the recruitment filing system, including records on
    unsuccessful applicants
  • Managing the personnel records and ensuring all are kept up to date
  • Responsible for the new starter process and inductions, including
    setting up new starters, checks and ensuring all details are accurately
    recorded, such as qualifications, reference checks etc.
Staff Welfare
Management (30%)
  • Liaise with government authorities to secure permits and permissions
    for all international staff and vol-unteers as required
  • Support the P&P Coordinator to manage and coordinate approved
    staff welfare events through;
o   Mobilising staff to support with planning, as
well as mobilising staff and volunteers or interns to participate in the
organised events
o   Drawing and submitting a detailed a budget of
planed activities and logistics for approval and purchasing of items required.
o   Lead on organising the celebration of staff
member’s achievements as well as stand with them in times of grief.
  • Support the P&P coordinator to coordinate routine sensitizations
    and review meetings with the medical and GPA service provider to ensure
    that they are still providing to the expected standards.
  • Regularly update the dependents list and share with the P&P
    coordinator for submission to the insurer and liaise with the Medical and
    GPA broker to ensure that incidences are reported in time and always make
    follow up to ensure settlements or reimbursements are made with in the
    agreed time.
General HR
Administration and Office Support (30%).
  • Ensure that all staff records submitted to the P&P Unit for
    fling are complete, accurate and up to date with relevant information and
    regularly communicating new or required changes.
  • Ensure that HR records are promptly and accurately filed, kept in
    safe custody, and only accessible by authorised personnel.
  • Support the P&P coordinator to coordinate the staff leavers
    process to include leaving correspondence; leaver emails are deactivated,
    outstanding annual leave reconciled and rightfully calculated, completing
    the leaving form for payroll and facilitating the staff clearance process
    to ensure that it is duly completed and forms and relevant items submitted
    to P&P Unit for filing.
  • Managing the personnel records and ensuring all are kept up to date
  • Review and improve the leave management tracking system.
  • Ensuring security and maintaining confidentiality within the Human
    Resource Team.

Other duties as
required (5%)
  • Deputizing for the P&P coordinator on issues related to people
  • Other duties as required. Occasionally working on weekends, late
    night in case of volunteer incidents and holidays for which time off in
    lieu can be taken

Qualifications, Skills and Experience: 
  • The Restless Development People and Performance Officer job must
    hold a Degree in Human Resource Management OR demonstrated experience with
    a local or international organisation/company
  • Previous experience in an HR role and with HR management systems.
  • Good general administration experience
  • Working in a busy environment with tasks that require a short turn
    around.
  • Experience of managing a team and supporting line managers
  • Ability to work with limited supervision, to make decisions and work
    on own initiative.
  • Ability to demonstrate strong IT skills, including the use of in-house
    databases and the Microsoft office applications.
  • Effective communication skills, in order to deal tactfully and
    sensitively with people at all levels.
  • Excellent listening skills 
  • Good organizational and interpersonal
    skills
  • Ability to establish and maintain good working relationships with a
    wide range of people
  • Ability to work as part of a team
  • Ability to operate within tight deadlines and manage a number of
    work activities at any one time

  • Flexibility and the ability to establish personal priorities
  • Exercising good judgement and pays attention to details.
