About Project:
In Uganda, URC works
with the Ministry of Health, the Uganda People’s Defense Force (UPDF), and
other stakeholders will provide technical assistance for scaling up provision
and access to comprehensive, integrated and decentralized HIV and sexual health
services. The overall goal of the project is to support Uganda to reduce the
number of new HIV infections and other STIs among members of the UPDF, their
families, and the civilian communities served by the UPDF health services. The
project will directly support the UPDF to aggressively scale-up the military
ART program to achieve the UNAIDS 90-90-90 goal to ensure 90 % of the
population knows their HIV status, 90% of HIV positives are on ART and 90% of
those reach viral suppression. The project will focus on the following areas:
1) HIV/AIDS Care and Treatment, 2) HIV Testing Services (HTS), 3) HIV Clinical
Monitoring Systems, and 4) HIV prevention interventions.
Job Summary:  The Data Officer will develop, implement and
analyze data at the respective Divisional level. The Data Officer will spend
most of their time at their Division or district level supporting the Military
M&E Unit to improve the quality of data being collected, compiled and
analyzed. The Data Officer will be the primary liaison between the M&E
Manager and the UPDF counterparts for data issues
Key Duties and Responsibilities: 
  • Serve as primary contact been the project M&E Manager and the
    district level data managers within the region and Military M&E
    personnel.
  • Provide TA and mentoring to the district level data managers;
  • Support systems to measure, compile, analyze and report activity
    data at all levels and across levels;
  • Provide TA and support to military on M&E system;
  • In support of the M&E Manager and Military HIV Linkages
    Coordinator, prepare regular activity reports and develop special reports
    as needed;
  • Produce analysis of program data, identifying methods and together
    with the relevant technical staff, use results and provide recommendations
    for program improvement; and
  • Assist with designing interventions that build the capacity to
    buttress data collection, use and analysis of data and statistics in order
    to guide HIV program implementation at the institution, facility and
    community levels.

Qualifications, Skills and Experience: 
  • The applicant for the USAID Project Data Officer job must hold a
    bachelor’s degree in public health, epidemiology, monitoring &
    evaluation, demography, biostatistics, statistics, or a related field;
  • At least four (4) years of work experience in program M&E and
    implementation of M&E tools;
  • Demonstrated experience and knowledge in health programs to provide
    support and guidance to project staff on data collection, analysis and use
    issues;
  • Demonstrated ability to obtain, analyze, organize and interpret
    relevant data and use them to design or critique HIV interventions;
  • Experience with qualitative and quantitative M&E data collection
    and analysis methods, including tracking outcome indicators;
  • Demonstrated written and oral English skills.
  • Experience building capacity of teams and stakeholders to analyze
    and interpret relevant data to improve program implementation;
  • Previous experience working on HIV or other infectious disease
    programs is highly desired.
