About US:
Following Cabinet
approval of Green Jobs and Fair Labour Market Programme and further directive
on the Pilot of Songhai Model on a Government Land in December 2016. The
Ministry of Gender, Labour and Social Development has kick-started the
implementation of the Programme. The programme is aimed at creation of green
and decent employment, enhancement labour productivity, and reduction of
poverty reduction. The programme targets both educated and uneducated women and
youth. Overall, the programme contributes to reduction of the high levels of
unemployment among educated and uneducated through: –
  • Promotion of workplace re-skilling and skilling for educated and
    un-educated;
  • Promotion of resource efficiency and social safeguards at
    workplaces;
  • Enhancement for the productivity of workers and enterprises
Job Summary:  The Communications Officer will be responsible
for positioning Green Jobs Programme work in priority areas nationally through
mainstream media, multimedia and social media platforms, with a special
emphasis on garnering coverage in elite national and regional media outlets.
Key Duties and Responsibilities: 
Facilitate Green
Jobs Programme positioning in the national and regional media:
  • Develop and maintain close working relations with media outlets and
    identify opportunities for Green Jobs Programme
  • Organize, provide support and arrange broadcast and print media
    interviews for Green Jobs Programme experts;
  • Help to shape messages and stories and pitch them to journalists and
    editors;
  • Help to organize and coordinate journalist trips to Green Jobs project
    sights and be available to travel periodically to accompany journalists or
    on content gathering trips; and
  • Propose, edit, draft and pitch op-eds, letters to the editor, and
    other written, digital, and broadcast commentary.
  • Liaise with the MGLSD communications and IT teams to Initiate social
    media #tags for respective events of the Green Jobs programme.
Contribute to
developing and implementing Green Jobs Programme media relations plans
including:
  • Initiate, draft, edit communications materials, including press
    kits, fact sheets, infographics and multimedia products;
  • Work across the organization with policy and regional experts to
    identify media moments, develop and implement relevant materials and media
    outreach;
  • Build and work with social media teams to draft messages for social
    media platforms;
  • Generate innovative ways to gain quality media coverage across all
    channels.
  • Create linkages with relevant social media platforms that will
    consume Green Jobs Programme initiatives, content and results
  • Initiate the production of annual short and thematic video
    documentaries of the Green Jobs Programme areas.
Reputational Risk
Management:
  • Monitor media for potential reputational risk issues;
  • Read and summarize audit and evaluation reports, identify potential
    reputational risk issues;
  • Contribute to drafting risk management responses;
Design and
maintenance of the Green Jobs Programme web site, and other communications
vehicles:
  • Design (based on corporate requirements), maintain and regularly
    update Green Jobs Programme web site;
  • Prepare web content and draft regular electronic newsletter; and
  • Development of electronic updates for distribution to target
    audiences.

Qualifications, Skills and Experience: 
  • The applicant for the Communication Officer must hold a Bachelor’s
    Degree in communications, journalism, or related field.
  • Post graduate diploma in a related field will be an added advantage.
  • Five years of experience in relevant field of communications and/or
    journalism.
  • Proven network of
    relevant media and journalistic contacts required;
  • Proven ability to shape messages and stories for media placement and
    demonstrated track record of success in garnering earned media required;
  • Proven ability to work on stringent timelines and deadlines;
  • Experience working for or closely with an national news outlets and
    media houses is preferred;
  • Proven ability to
    initiate and run/drive social media campaigns and messaging.
  • Proven experience in
    editing of documents, writing reports and developing media materials
  • Multimedia production skills an asset.
