Job Summary: The Protection and Gender Officer will
provide technical support in relation to relevant child protection and gender
standards; mainstream child protection and gender in all food programming, and
ensure adherence to child protection minimum standards in humanitarian action
(SPHERE Standards) and principles as well as the Prevention of Sexual
Exploitation and Abuse/Code of Conduct.

Key Duties and Responsibilities:
- Train/orient all staff, partners and stakeholders on child
protection minimum standards in humanitarian action, Prevention of Sexual
Exploitation and Abuse/Code of Conduct and periodically monitor for
compliance. - Ensure adequate documentation of daily protection and SGBV incidents
within the food programme, coordinate referrals and reporting internally
and externally, and ensure proper follow up of documented incidents - Establish and/or strengthen protection mechanisms in the Food
programme, including a proper data management system - In conjunction with the Food Resource Manager, undertake regular
field trips to food distribution points to support field based child
protection and gender activities; and advise on monitoring and reporting
on emerging/changing protection and gender related issues; - Facilitate proper implementation and reporting of protection
activities in the food programme, according to World Vision and donor
requirements - Contribute to efforts of mainstreaming protection and gender into
food programmes and input into advocacy efforts/agenda, in particular
through the analysis of information collected in Protection Incidents,
patterns and trends - Develop and simplify humanitarian principles (SPHERE Standards),
safe food distribution guidelines, CP & SGBV standards, laws and
policies and other relevant guidelines for dissemination to staff,
partners and communities - Build capacity of staff programme staff and key stakeholders on
protection, child protection and Gender/GBV including facilitating of key
training packages in humanitarian principles, staff/partner code of
conduct and safe distribution to promote dignity to the beneficiary
community - Conduct period reviews of information on gender and protection and
assess barriers/ protection risks faced by women, adolescent girls and
children in food distribution to inform programme implementation - Work in close liaison with the Gender Specialist, CP manager and the
WFP Gender and Protection Advisor develop training materials, and IEC
packages on SGBV & child protection - Promote awareness/education on SGBV standard operating procedure
(SOP) and protection minimum standards through pre-distribution food and
cash meetings - Coordinate and facilitate communities meetings and dialogues with
stakeholders on SGBV& Child protection issues to develop action plans - Represent World Vision Uganda at the monthly & quarterly gender
based violence and child protection working groups hosted by UNFPA, UNHCR
and UNICEF to share progress, challenges and appropriate follow up plans. - Develop and disseminate Information and Education Communication
materials on SGBV and Child protection - Establishment and implement feedback and complaints mechanisms on
SGBV and Child protection across the programme areas. This will include
documenting all SGBV cases reported and contributing to the SGBV
database/information management system at district and National level - Collaborate with gender and protection actors through enhanced
synergies to implement protection education, case management at food
distribution points and referral of SGBV cases received to existing SGBV
referral mechanisms. The Officer shall ensure that such cases are followed
up to completion - Intentionally, regularly informally and formally consult with
beneficiaries, non-beneficiaires, Government, other agencies to receive
feedback regarding the programme commitments and staff conduct. - Compile and submit quality reports to Food Assistance Manager as
directed. Ensure that all reports are highly accurate, comprehensive, well
documented and will guarantee the credibility of the program.
Qualifications, Skills and Experience:
- The ideal candidate for the World Vision Uganda Protection and
Gender Officer job opportunity must hold a university degree in Gender
Studies, Social Work, Human Rights or relevant field. Certificate courses
in IASC Guidelines and key training packages preferred (Caring for [Child]
Survivors of Sexual Violence, psychological First Aid in Emergencies, CPiE
Minimum Standards, and GBV IMS, International Humanitarian & Human
Rights Law Foundations, etc). - Five years of experience working in child protection and gender
development programming, preferably in fragile contexts. Familiarity with
key international standards for humanitarian work (e.g. CP Minimum
Standards, Red Cross and Red Crescent Code of Conduct, SPHERE, and the
Humanitarian Accountability Partnership (HAP) Standard, etc.) - Ability to communicate and work with beneficiary communities, government
and stakeholders at the district level - Previous experience in training and community consultation highly
desired - Good understanding of monitoring and evaluation processes
- Good networking and collaboration skills
- Excellent interpersonal skills with ability to communicate and
negotiate, taking into account cultural and language difficulties. - Willingness to participate in chapel and group devotions; and
