Job Summary:  The Resilience Specialist (Disaster Risk &
Displacement) provides technical and strategic support to the Government, UNDP
and UN Country Team on all areas related to fragility, risk and
resilience. 
Key Duties and Responsibilities: 
Provides policy and
advisory services to determine optimised approaches for enhanced development
effectiveness in relation to fragility, risk and resilience, focusing on the
achievement of the following results:
  • Technical leadership in the development and implementation of
    upstream policy and regularly processes provided, including the DRM Act,
    the National Development Plan and other policies and strategies;
  • Successful advocacy to mainstream disaster and climate risk
    management into Government systems, the UN and other partner supported
    development initiatives;
  • Effective operationalization of resilience, disaster and climate
    risk management initiatives in the UNDAF;
  • Perform additional tasks, as may be assigned.
Provides technical
leadership on evidence-building, joint-analysis and support for sustainable
development responses and solutions in the context of fragility, risk and
resilience, focusing on the achievement of the following results:
  • Based on analysis and assessments, programming designed and adjusted
    to take into account the needs of refugees and host communities in the
    context of local development;
  • Regular joint and bilateral meetings with relevant UNDP sections to
    strengthen the inclusion and inter-linkages of disaster risk and
    displacement consideration into programmes held;
  • UNDP is well represented and actively engaged in inter-agency
    coordination in disaster risk management and mechanisms related to ReHoPE,
    leadership demonstrated in areas of comparative advantage.
Provides leadership
and advisory support in the areas of resilience-building, disaster and climate
risk management and displacement, including advocacy and resource mobilisation
efforts, focusing on achievement of the following results:
  • Leadership of the UN Disaster Risk Management Task Force, mobilizing
    and coordinating UN agencies in support of resilience, and disaster and
    climate risk management priorities and actions;
  • Strategic partnership opportunities advanced with Government,
    development partners, regional bodies, and other relevant actors in
    continuing to successfully position UNDP within the resilience, disaster
    and climate risk management, and displacement space;
  • Refugee and Host Community and disaster risk management pipeline
    developed and resource mobilization targets reached.
Provides management
support to displacement and disaster risk management processes that are
needs-based and conducted in an effective and principled manner in the best
interests of affected and vulnerable populations particularly refugees and host
communities, focusing on the achievement of the following results:
  • Technical and programmatic advice in support of disaster risk
    management and refugee-host community programming provided, partnerships
    at the national and sub-national levels strengthened to meet identified
    needs, where possible, served as a broker in harnessing regional and
    global best practice;
  • Office of the Prime Minister (OPM) provided advice and support in
    the coordination of programme efforts with other system partners –
    government entities, UN agencies, the World Bank, national and
    international NGOs, academia – at both country and global levels;
  • Technical support to OPM in the running of the National Platform for
    Disaster Risk Management and the continued operation of the National
    Emergency Coordination and Operations Centre (NECOC) provided;
  • UNDP-UNHCR programming in refugee hosting districts delivered
    through programme advisory support;
  • UNDP-UNHCR joint action plan developed. Development of joint
    programmes in the 5 agreed thematic and operational areas (as per the 2017
    UNDP-UNHCR commitment) advanced.
Ensures the
establishment of a knowledge culture with effective advocacy tools, focusing on
achievement of the following results:
  • Synergies between stakeholders involved in displacement, risk and
    resilience and development created, national ownership of coordination
    processes through increased participation of national and local
    stakeholders promoted;
  • Information flow between UN global systems, UNCT, Government and
    development partners on resilience-related issues facilitated;
  • Provision and application of the latest policy guidance and
    technical standards supported;
  • UNDP-led global initiatives, and other networking fora, coordinated.
Key Result Areas:
  • The key results have an impact on the overall success of the country
    programme and reaching UNDAF/ CPD goals. In particular, the key results
    have an impact on:
  • Resilience-building and disaster and climate risk management is
    facilitated through improved policy, advisory and management services;
  • Resilience-building and disaster and climate risk management are
    done in the best interest of affected and vulnerable populations,
    including host communities and displaced persons;
  • Advocacy and resource mobilisation efforts are improved for the
    successful implementation of resilience, disaster and climate risk
    management, and displacement initiatives; and
  • Knowledge culture with regards to resilience-building, and disaster
    and climate risk management is improved.

Qualifications, Skills and Experience:
  • The ideal applicant for the United Nations UNDP Resilience
    Specialist (Disaster Risk & Displacement) job placement should hold an
    advanced university degree (master or above) in social science,
    development, and management or a discipline related to resilience,
    disaster and/or climate risk management.
  • Seven years of increasingly responsible international development
    experience;
  • Proven leadership and experience in planning and advisory services,
    including managing technical cooperation strategies/investment frameworks
    in resilience and/or disaster risk management;
  • Extensive field experience in disaster and displacement environments
    and an in-depth knowledge of issues in the country/region;
  • Extensive field experience in development especially in the areas of
    resilience, crisis prevention and recovery in the context of disaster risk
    reduction and displacement;
  • Proven experience in project development processes, especially in the
    context of UNDP;
  • Demonstrated abilities and contributions to policy and guideline
    formulation, resource mobilization, team leadership and management;
  • Experience in establishing inter-organizational networks and
    partnerships at the operational level.
