Uganda (A4HU) is a youth empowerment organization dedicated to mainstream young
peoples’ engagement in socio-economic development and promoting Sexual and
Reproductive Health and rights (SRHR). A4HU was registered in October 2017 as a
new entity to take over the operations of DSW (Deutsche Stiftung
Weltbevoelkerung) in Uganda. For the past 18 years DSW has supported the
implementation of a portfolio of projects to improve sexual and reproductive
health of young people in Uganda.
Job Summary:  The PCU Communications and Advocacy        Coordinator will provide strategic
direction and support to the program in the development of communication and
advocacy products. This will include: working closely with the consortium
members in Uganda and Germany; overseeing the design and production of key
communications resources; and managing internal and external communication and
advocacy processes. The Communications and Advocacy Coordinator mainly
consolidates information provided by field staff. At times, the person may also
be required to go to the field to collect content including taking
pictures/videos, writing stories and preparing radio outreach shows and to
conduct capacity building activities with staff. He/she will be required to
work with external consultants.   
Key Duties and Responsibilities: 
Communications and
advocacy strategy/plan:
  • Lead on the design and implementation of a communications and
    advocacy strategy for the program to ensure effective communication and
    joint visibility with internal and external stakeholders.
  • As part of the communications strategy, develop a structured
    communications plan highlighting media targets, influencers, and key
    moments to be utilized. Specific communications activities may include:
    (i) Social media strategy, including key social media channels; (ii)
    Information, Education and Communication (IEC) material on different
    topics, including SRHR, family planning, WASH, agro-business, land rights,
    etc. Material will be developed in English and in Luganda and may include
    leaflets, fact sheets, flyers, posters, online articles and blogs; (iii)
    Working with media partners (i.e. community radios, newspaper).
  • As part of the advocacy strategy of the program, support youth-led
    advocacy, including overseeing the development and implementation of
    advocacy action plans and supervising advocacy activities at sub-county,
    district and national level.
  • Promote the active participation of youth in the design and
    implementation of the communications and advocacy strategy (i.e. training
    and mentoring of youth on social media).
  • Work closely with stakeholders on the design, implementation and
    monitoring of the communications strategy including with the consortium
    members, the target groups (youth), consultants and donors amongst others.
Internal
Communication:
  • Lead on the development and dissemination of internal communications
    products including designing key messages and identifying lessons learned.
  • In coordination with the PCU manage the information flow between the
    consortium members including establishing systems and processes and
    promoting knowledge management.
  • Act as a first point of contact for communication within the
    consortium and provide creative and timely information on key program
    areas in close collaboration with the PCU.
  • Consult and network with relevant stakeholders as needed to ensure
    that their key communications needs are met, in compliance with agreed
    standards, policies and priorities.
  • Provide support to consortium members to design and implement their
    communication activities in line with agreed program standards (i.e.
    branding guidelines and templates).
  • Liaise with consortium members to collect information and document
    program activities and achievements.
External
Communication:
  • Oversee the design and production of external communication material
    (web-based, electronic, print and video) for effective communication as
    well as visibility, fundraising and advocacy purposes including for an
    international audience where required
  • Ensure the timely and consistent production of Information,
    Education and Communication (IEC) material to standards of high quality
    and through diverse communications channels and outlets to reach a wide
    audience including youth, target communities, and state authorities.
  • Assist the PCU in compiling donor reports by providing relevant documentation,
    stories and photographs amongst other communication material.
  • Respond to enquiries from external stakeholders including media,
    individuals and other organisations, usually via telephone and email, in a
    timely manner.
  • Work in close liaison with the PCU, effectively accompany donor
    visits including gathering communications content when required.
Capacity building:
  • Train consortium members and staff on effective communication.
  • Prepare consortium members for key media opportunities (i.e.
    interviews, talks and events).
Responsibility for
assigned adhoc duties   
  • Perform any other duties that may be assigned by the immediate
    supervisor.

Qualifications, Skills and Experience: 
  • The applicant must hold a master’s degree in Communication, Public
    Relations or related discipline.
  • A bachelor’s degree in Communication, Public Relations or related
    discipline.
  • Post-graduate diploma in Project Planning and Management is an added
    advantage
  • Competence in computer skills is a MUST (Adobe, word art, word
    processing and other relevant packages).
  • A minimum of (5) years’ experience in a similar position.
  • A minimum of three (3) years’ experience in a managerial role.
  • Experience in working within a consortium with multiple partners.
  • Fluent in English language, oral and written.
  • Sound social media experience including experience in developing and
    implementing social media strategies
  • Experience in the production of IEC material, including photography
    and story writing Experience in designing and engaging youth in
    youth-friendly communications activities
  • Understanding of legal frameworks around informed consent
  • Experience in youth-led advocacy/civic engagement and development
    processes at different levels
