the rights of Persons with disabilities in Uganda with the vision of having
‘Dignity for every person with disability.’ NUDIPU exists to advocate for the
rights of PWDs in a unified voice for improved livelihoods.
Job Summary:   The Senior Programme Officer Monitoring and
Evaluation will manage a robust M&E function / system for the organization
and the M&E of the respective projects for timely, quality reporting and
learning. The senior programme officer Monitoring and Evaluation will be
responsible for monitoring and ensure that organizational activities and
results are achieved in a cost effective and timely manner. S/he will be
responsible for designing and implementing the M&E framework and activities
of the projects, assist the Programme staff in preparing reports on regular
basis. S/he will also support resource mobilization function. This job will
belong to the Knowledge Management Programme.
Key Duties and Responsibilities: 
Programme Planning,
development and implementation 
  • Actively participate in the design, development and implementation
    of NUDIPU’s programmes /projects including initiating new ideas and
    concepts.
  • Ensure the incorporation of appropriate M&E as well as Knowledge
    Management components and resources in the respective programmes and
    projects.
  • Coordinate baseline studies and generally ensure that the design of
    NUDIPU’s programmes are based on a sound evidence base.
  • Support the NUDIPU programme team in ensuring that organizational
    interventions are implemented in a result/outcome oriented manner.
  • Participate in review of the Strategic plan to ensure continued
    relevance in a changing environment.
  • Participate in raising of resources to build NUDIPU reserves.
  • Carry out research in relevant pertinent issues to build a body of
    knowledge and influence change at various levels.
Monitoring and
Evaluation
  • Develop a comprehensive M&E framework that is aligned to the
    strategic Plan of NUDIPU including appropriate quality standards and indicators.
  • Develop project and programme specific M&E frameworks.
  • Design and operationalize an appropriate data and information
    management system to support the M&E function in the organization.
  • Develop, pre-test and disseminate appropriate tools for data collection
    across the various projects and programmes of the organization.
  • Build the capacity of all programme staff in M&E and support
    them in rolling out the M&E function of their respective programmes.
  • Provide technical advice and follow up with programme implementers
    to ensure compliance with the M&E needs of the organization.
  • Organize and undertake periodic monitoring visits across programmes
    to ensure compliance with programming quality standards.
  • Coordinate the timely collection of good quality ME data, analyze
    and prepare appropriate M&E reports for the various projects and
    programmes to meet internal organizational and donor needs.
  • Coordinate periodic (mid-term and end of term) project/programme
    reviews and evaluations and ensure that they are undertaken in a timely
    manner.
Learning and
knowledge management
  • Organize reflection and learning fora to enable staff to share
    experiences from programme implementation and draw lessons from successes
    and failures.
  • Ensure ongoing documentation, codification and sharing of good
    practices.
  • Support the management team to ensure that the evidence and learning
    from programme implementation, informs decision making and ongoing
    improvement of organizational programming practices.
Members’ M&E
Capacity Building
  • Identify the capacity development needs of member organizations (DUs
    & DPOs) in the area of M&E as well as Knowledge Management.
  • Plan and execute capacity building interventions and activities
    (trainings, learning visits, technical backstopping and mentorships) for
    member organizations and other partners in the areas of Monitoring,
    Evaluation and knowledge management.
Resource
Mobilization and Grant Management
  • Develop a resource mobilization strategy in liaison with the HoP and
    Knowledge Management Manager.
  • Spearhead proposal writing and support proposal development process
    for other programme areas within NUDIPU.
  • Represent NUDIPU at other forums (including donor meetings) as
    required by the ED and HoP
  • Participate in the technical aspects for project proposal development
    process for the KM department.
  • Facilitate donor visits and assessments as and when necessary.
  • Support Officers to prepare narrative donor reports.
Other tasks and
Responsibilities
  • Participate in the organization’s key events and represent the
    organization in relevant fora.
  • Provide technical guidance, couching and mentoring to staff and
    volunteers.
  • Support and participate in other programme area activities when
    required.
  • Ensure that resources under his/her care are properly deployed and
    utilized.
  • Ensure vulnerable people (aged, youth, women & children)
    participate in NUDIPU activities.
  • Undertake all necessary actions to protect and promote the image and
    brand of NUDIPU.
  • Carry out own administrative functions including timely filing and
    the use of Word for the production of own correspondences and reports.

Qualifications, Skills and Experience: 
  • The applicant must hold a Bachelor’s degree in Statistics,
    Development Studies, Management Information System or any other relevant
    degree. A post graduate training in Project Management including M&E
    is a Must.
  • Three years of experience in the design and implementation of
    M&E systems.
  • Skills in project Monitoring and Evaluation and knowledge in data
    analysis tools. Set up an M&E system, Project development and proposal
    writing, and implementation of development- type projects.
  • Broad knowledge and understanding of human rights and disability
    issues.
  • Multi-tasking, attention to detail, critical reasoning and problem
    solving, ability to work under pressure in a complex organization
    proactive and very flexible.
  • Communication and interpersonal relationship
  • Capacity to understand and analyse national, regional, and local
    politics, ability to understand new issues.
  • Creativity and analytical capacity to design and implement grants
    with the interface between government and communities.
