our Latin American and Caribbean work and Bratislava, Slovakia for our Europe,
the Middle East and Africa work.
Job Summary:  The MEAL Officer ensures the effective
implementation of HFHU’s M&E Strategy that is in line with the measures
set, development of M&E plan and activities, sets appropriate monitoring
and evaluation requirements for HFHU projects and programme, and assumes
overall responsibility for M&E related data collection, collation, analysis
and reporting (internal and external). The MEAL Officer  ensures that objective evaluations are
managed to assess the various programmes and project relevance, effectiveness,
efficiency, impact and sustainability of results; evaluations are carried out
in a credible and systematic manner; evaluation lessons and recommendations are
used for programme and project design, contribute to implementation of HFHU
priorities and results. The MEAL officer liaises closely with the Program
Managers to ensure full compliance with evaluation requirements, including the
conduct of mandatory project evaluations. The MEAL Officer works closely with
the Programme Teams in the field offices, donors and other partners to ensure
that thematic, programme and project oversight and evaluations are carried out
according to schedules and that findings and recommendations are implemented
and followed up.
Key Duties and Responsibilities: 
  • Implementation of monitoring and evaluation policies and strategies,
    including assets monitoring
  • Management and implementation of the evaluation process, including
    quality assurance and effective management of audits
  • Monitoring and evaluation support towards HFHU’s overall programs
  • Knowledge building and knowledge sharing on monitoring and
    evaluation.
  • Ensures the implementation of monitoring and evaluation policies and
    strategies focusing on achievement of results
  • Implementation of M&E commitments as required by HFHU’s set
    plans and as reflected in our strategic plan
  • Ensures timely submission of good quality M&E report, including
    any other reports requiring M&E inputs
  • Provides support to the Senior Management on the programme of work,
    including identification of topics, and projects/programme to be evaluated
  • In collaboration with program managers, implements quality
    assurance, evaluation and monitoring systems to enable innovative ways of
    conducting evaluations that meet the requirements of HFHU.
  • coordination and leadership of evaluation missions for various
    development projects, sectoral and thematic evaluations, including  desk evaluations/studies on housing
    including other selected sectors/themes
  • Provides support to the team and stakeholders on ways and means to
    improve M&E related components and activities.
  • Supports the development of project proposals – particularly
    performance monitoring plans and M&E sections
  • Any other functions/activities as requested by Senior Management.

Qualifications, Skills and Experience: 
  • The applicant for the Habitat for Humanity International (HFHI) MEAL
    Officer  job placement should hold a
    bachelor’s degree in social sciences, statistics, Economics or related
    field. Master’s degree an added advantage. Strong data analysis training;
    a post graduate diploma in M&E training desirable.
  • Five years of operational M&E experience at the national /
    including in applied research and impact evaluation.
  • Familiarity with cutting-edge M&E methods, designing results
    frameworks and evaluating development results, including experience in
    practical implementation of impact evaluations, experimental and
    quasi-experimental evaluations, particularly in housing/finance.
  • Demonstrated experience in applying qualitative/participatory
    research methods; linking planning to M&E, results based approaches.
  • Experience in the usage of computers and office software packages,
    experience in handling of web based management systems, proficiency in
    using statistical analysis software, such as SPSS, STATA, Excel),
    qualitative data analysis software will be an asset; Experienced in
    rendering M&E results using different media.
  • Language: Fluency
    in English is required, knowledge of the local languages of program
    locations will be considered an asset.
