Uganda through the Office of the Prime Minister.
Job Summary:  The Finance Officer- Payroll Management will
be responsible for the accurate delivery of the payroll to WIU staff. The
Finance Officer will take lead in the processing of the payroll on a monthly
basis, providing required reports, performing reconciliations, filing taxes
return and other deductions.
Key Duties and Responsibilities: 
  • Enter new staff information into the payroll system (Pay Master)
  • Update any other employee information e.g. salary increases,
    advances as communicated by department of Human Resources.
  • Reconcile the current payroll with the previous payroll indicating
    reasons for the variances; Present reports on the same
  • Print the payroll and payroll reports of earnings, taxes and other
    deductions and ensure that requisitions are made and signed off.
  • Ensure that proof of payment is prepared for employees.
  • Salary payment by the designated date every month
  • Reconcile the payroll and general ledger on a monthly basis.
  • Reconcile employee deductions.
  • Coordinate the payroll Verification process with the Human Resources
    Department.
  • Filing Tax returns and other deductions e.g. NSSF by the designated
    time frames given
  • Submit management reports on a monthly basis within the specified
    time frames
  • Perform any other responsibilities relevant to the job as assigned
    by the Supervisor
Qualifications, Skills and Experience: 
  • The ideal candidate must hold a Bachelor’s Degree in Business
    Administration, Human Resources Management, Bachelor of Commerce or any
    related field;
  • ACCA/ CPA qualification will be an added advantage
  • At least two years of experience in handling payroll in a busy
    environment for a workforce of over 2000 staff
  • Proficiency in use of Payroll Management Software, Microsoft Excel,
    MS office and Quickbooks Accounting Software
  • Clear understanding of Uganda Labor Laws; Employee benefits,
    Statutory requirements of employers and employees
  • Ability to work under pressure.
  • Proven problem solving skills and quick decision-making.
  • Highly analytical
