About US:
The Lake Victoria
Fisheries Organization (LVFO) is a specialized institution of the East African
Community (EAC) whose mandate is to coordinate the management and development
of fisheries and aquaculture resources in the EAC region. The LVFO was
established by a Convention in 1994 and registered as a regional fisheries
management organization under the UN Charter of the Food and Agriculture
Organization (CAP 102).
Job Summary:  The Project Administrative Officer is
responsible for the supervision of the timely and efficient planning, implementation
and monitoring of RFBCP activities, coordination of partners and programmatic
activities, timely and quality reporting.
Key Duties and Responsibilities: 
Management and
coordination
  • Planning, coordination and implementation of project activities
  • Preparation of monthly, quarterly, annual work plans and budgets,
    including mile stones
  • Implementation of activities as indicated in work plans
  • Preparation of concept papers, technical documents and presentations
  • Preparation of detailed budgets for project activities and
    supervision/control of the timely provision of funds, materials and
    services for the implementation of project activities
  • Backstopping / advising of partners and grantees on technical issues
  • Provision of technical inputs and facilitation of meetings with
    project partners
  • Monitoring and evaluation of project activities
  • Writing of reports and project documentations
  • Local, regional / national coordination meetings with development
    partners
  • Contributes knowledge, ideas, feedback and lessons learned to the
    programme team for continuous learning, improvement and innovation.
Communication and
Networking
  • Develops and maintains contact with all important stakeholders
  • Provides technical assistance to local and international experts
    engaged by RFBCP
  • Ensures knowledge management by collecting, processing and
    distributing relevant information
  • Promotes and represents the programme, its activities and the
    organisation in relevant foras
Procurement
  • Procurement Planning and Management
  • Pre-Qualification Management (Initiation and Bidding Process)
  • Data and Records Management
  • Disposal management
  • Contract Management and Monitoring
Other
duties/additional tasks
  • Performs other related duties, as assigned.

Qualifications, Skills and Experience: 
  • The applicant for the East African Community (EAC) Lake Victoria
    Fisheries Organization (LVFO) Project Administrative Officer job must hold
    a Bachelor or Master Degree in Rural Development Studies, Economics,
    Project Management, Business Administration or other relevant areas.
  • Three years of relevant professional experience
  • GIZ experience is an added advantage
  • Practical knowledge of basic procurement procedures is an added
    advantage Other knowledge, additional competences
  • Demonstrated experience in organising and managing activities /
    projects
  • Demonstrated strong communication and report writing skills
  • Experience in coordinating multiple stakeholders
  • Good working knowledge of ITC technologies (related software, phone,
    email, the internet) and computer applications (e.g. MS Office)
  • Fluent reading, writing and speaking abilities in English.
