Programme (WFP) is the United Nations frontline agency against world hunger. It
is the largest and longest serving humanitarian agency in Uganda. Currently WFP
focuses on three priority areas: Saving lives in Emergencies; Building
Resilience through Predictable Safety Nets; Improving Nutrition &
Mother-and Child Health; and Supporting Small Holder Farmers to Access Markets.
WFP has operations in various parts of the Country.
Job Summary:  The Budget & Programming Assistant will be
expected to take responsibility for completion of a range of processes and
activities requiring some interpretation of standard guidelines/practices.
He/She will be expected to use own discretion to address unforeseen situations
seeking advice from supervisor. He/She will support the management of financial
resources and may provide guidance to other staff. The Budget & Programming
Assistant will provide technical support for efficient planning, monitoring and
analysis of project financial performance to enhance optimal use of financial resources.
Key Duties and Responsibilities: 
  • Translate budget information to spending units to ensure
    understanding across all functional areas;
  • Analyse resourcing level by activity to identify potential
    deficits/surpluses by activity and bring to the attention of head of
    Budget and Programming for further action as required;
  • Funds programming and continuous review of funds utilisation;
  • Budget preparation;
  • Tasked with monitoring grant Terminal Obligation Date (TOD) and
    Terminal Disbursement Date (TODD) and take necessary action to ensure
    optional use of donor funding

Qualifications, Skills and Experience:
  • The ideal candidate for the United Nations UN World Food Programme
    (WFP) Budget & Programming Assistant job placement should hold a
    university degree in Statistics, Finance, Auditing, Economics, Logistics,
    Business Studies, Accounting or any other related field from recognised
    education institutions;
  • A minimum of three (3) years of relevant experience obtained from
    reputable organisations;
  • Proficiency in both oral and written English;
  • Knowledge of Excel and other Computer packages is an added advantage
  • Has assisted with the preparation of complex financial documents.
  • Has supported the performance of budget analyses.
  • Has contributed to the collection of pipeline data.
Competencies:
  • Internal Controls & Compliance: Demonstrates basic knowledge of internal
    controls, risk management, and monitoring mechanisms and their
    applicability to WFP’s critical activities.
  • Performance Budgeting, Analysis & Reporting: Analyzes budgets and forecasts to
    support the development of recommendations for senior leadership on
    financial and business planning matters in accordance with Value for Money
    principles.
  • Resource Management: Monitors trends in staffing and resource usage to anticipate and
    escalate potential issues to programme leaders.
  • Performance Management: Displays sufficient understanding of WFP performance management
    system to gather relevant and accurate information from internal and
    external sources for inputs to monitoring and/or evaluation processes.
  • Supply Chain and Operations Knowledge: Demonstrates basic understanding of WFP
    programme, implementation, and supply chain principles (including project
    modalities & structures).
