dedicated to providing education and support to pregnant women and mothers
living with HIV, and preventing mother-to-child transmission. Since its
inception, m2m has reached more than one million mothers in seven countries.
Founded in Cape Town in 2001, m2m is a partner in the United Nations’ Global
Plan towards the Elimination of New HIV Infections among Children by 2015 and
Keeping their Mothers Alive.
Job Summary:   The Senior Program Manager will provide
strategic and technical leadership to the m2m program in Uganda including
program planning, employee management, training and program quality
improvement. To oversee the provision of programmatic capacity building of all
m2m Uganda employees at management, site and community level.
Key Duties and Responsibilities: 
Management and
Technical oversight of the m2m Uganda country projects
  • Steer the development and implementation of m2m’s annual program
    planning process including goal-setting and work-planning
  • Technical support for the implementation of all m2m projects
    including the USAID/Better outcomes for Children and Youth, PORTICUS/Suubi
    projects, Cartier/women empowerment project, SPIDER mhealth intervention
    and the Bickerstaff/Girls 4 Change Project
  • Manage all program field operations and actively oversee program
    expansion and rationalization
  • Work closely with the Country Director and other relevant employees
    and partners in overseeing quality implementation of services at m2m
  • Facilitate budget preparation in line with work plan, liaise with
    Finance for payments, and monitor program expenditures
  • Oversee the planning and delivery of all training activities for
    Site Coordinators and Mentor Mothers using the m2m training model, and
    ensure the on-going relevance of m2m’s curriculum content in relation to
    national policy
  • Submit quarterly reports to the Country Director that describe
    program issues/concerns regarding implementation and operation, proposed
    solutions and next steps
  • As member of the Country SMT, support development and implementation
    of the country strategic plan
Resource
mobilization and business development
  • Provide technical leadership for concept and proposal development
  • Collaborate with the Country Director in exploring new program
    initiatives and innovation for the country in line with the proposed
    strategic goals and objectives of the organization 
  • Maintain a pipeline of upcoming process and continuously identify
    partnerships for business development
Line Management of
programs team:
  • Provide support, supervision, people management and performance
    management to Project Manager, T&CLC and Regional Managers to ensure
    and promote high quality service delivery at m2m sites
  • Act as project coordinator for select awards, including budget
    management and programmatic reporting
  • Act as the vision holder for m2m Uganda Program Management
    procedures and protocols, facilitating on going refinements and
    utilization by m2m program employees
  • Oversee on-going project team recruitment and orientation of project
    technical staff
  • Assess and recommend employee and budgetary requirements for each
    region
Networking and
Partnership building:
  • Represent m2m at regional and national level in collaboration with
    the Country Director
  • Ensure close working relationships with partner organizations to
    ensure harmonized efforts at all sites for efficient and effective service
    delivery
Evidenced-based
programming
  • Work in liaison with the M&E Coordinator to initiate site
    service quality assessments and other program quality improvement
    processes to maintain the provision of high quality services
  • Collaborate with the M & E Coordinator to coordinate data use
    for program decision making, analyse program data and modify program
    activities accordingly
  • Manage the development and submission of project donor reports as
    per agreed commitments
  • Coordinate on-going quality assurance and quality improvement of m2m
    project activities including working with donor teams during project quality
    assurance visits

Qualifications, Skills and Experience: 
  • The applicant for the m2m Senior Program Manager job placement
    should preferably hold Master’s degree or equivalent in Medicine, Public
    health, Nursing, or Social Development
  • Post graduate training in Project Planning Management is desirable
  • Demonstrable Business development and fundraising experience 
  • At least seven years’ experience in the field of public health
    and/or NGO sector including at least 3 years in program management at a
    senior level
  • RMNCAH, PMTCT/HIV AIDS program management or coordination experience
    at a regional or national level
  • Experience working with district and local government personnel in
    health and or social sector
  • Excellent understanding of National Policies and guidelines in
    RMNCAH and HIV/AIDS
  • Knowledge of mhealth applications in health service delivery
  • Excellent organisational, communication and management skills
  • Excellent adult learning, training and facilitation skills including
    materials design skills
  • Program monitoring and data utilization for decision making
    experience
  • Computer Literacy (Microsoft packages)
  • Sound financial, grant management and administration experience
  • Dynamism, independence, creativity
  • Fluency in English is essential
  • Excellent interpersonal skills 
  • Flexibility and willingness to adjust to changing tasks. 
  • Ability to conceptualize and demonstrate critical thinking
  • Ability to work autonomously and as part of a multi-disciplinary
    team.
  • Work calmly under pressure and meet deadlines
  • A confident person who displays initiative
  • Ability to frequently and compliantly travel between operational
    Districts and Sub-counties.
  • Excellent  writing and
    presentation skills
