International NGO that exists to alleviate poverty and oppression by helping
people build secure, productive and just communities. Mercy Corps has been
fully registered in Uganda as an operational NGO. Currently Mercy Corps has an
office in Kampala and is implementing Food Security programs which comprise of
Water and Sanitation, Livelihood and Agriculture and Conflict Mitigation Management
Program in North and North Eastern Uganda. We implement programs in the
northern districts of Pader, Kitgum, Agago, Lamwo, Kaabong, Abim and Kotido
with funding from USAID, USDA, Walmart Foundation, SDC, DFID as well as other
private donations.
Job Summary:   The Senior Human Resource Officer is
responsible for enabling the Human Resource activities in the department. S/he
reports directly to the HR Director and ensures effective systems that support
the overall human resource strategy for healthy, robust and integrated
functions of local team members within the organization under the supervision
of the Human Resource
Key Duties and Responsibilities: 
Human Resources
  • Follow Mercy Corps Policies and Procedures for Human Resources as
    stipulated in the Mercy Corps National Team handbook and Field
    Administration Manual;
  • Maintain confidentiality of all national staff personnel issues
    including disciplinary procedures and contracts/pay rises;
  • Provide regular monthly/quarterly reports on HR related
  • Attend coordination meetings as will be delegated from time to time
  • Process work permits and passes for expatriate staff and their
    dependents
Training and
Development
  • Assist and/or advise on conducting or arranging of staff development
    trainings and/or other human resource development activities;
  • Identify training needs and gaps for different departments within
    the organization
  • Ensure that staff undertake mandatory trainings like code of
    conduct, MC Essentials, Security Orientation and PMD PRO1
  • Identify training opportunities for the staff within the country
  • Ensure a monthly updated Training and development database
  • Support online e-learning processes for staff to tap into internal
    training opportunities within Mercy Corps
  • Track all performance reviews/probationary evaluations and notify
    supervisory staff accordingly;

  • Preparation of monthly payroll and submitting to HR Director
  • Handle Insurance i.e. Travel, Medical, Group Personal Accident,
    Workman compensation payments, reconciliation and claims for staff
  • Follow up with exit procedures and computation of terminal benefits
    for staff exiting the organisation
Policy and
Compliance
  • Provide annual review and ensure full adherence to Mercy Corps
    national staff policies;
  • Ensure to see that staffs have personnel staff handbooks upon hire
  • Conducts pre-audit upon request
Database
Management:
Monthly tracking of
HR Data i.e. Leave attendance, National Database, Medical, Performance
Management, Training database etc
Team Management
  • Support the Administration / HR Officers, supervise and coach them
    in the field of HR
  • Promote accountability, communicate expectations and provide
    constructive feedback via regular performance reviews.
  • Back up field support when overwhelmed with recruitment
  • Provide team members with information, tools and other resources to
    improve performance and reach objectives.
  • Contribute to country team-building efforts, help team members
    identify problem-solving options and ensure the integration of all team
    members into relevant decision-making processes.
  • Develop the capacity of the team, deepen understanding of their
    roles and assist with career development.

Qualifications, Skills and Experience:
  • The ideal candidate for the Mercy Corps Senior Human Resource
    Officer job opportunity should a  Bachelor’s
    degree in Industrial and Organizational Psychology, Human Resource
    Management or related discipline
  • Four years of relevant experience with 1+years of supervisory
    experience in an HR generalist position. INGO sector experience preferred
  • Experience taking the lead on unfamiliar tasks within diverse
    cultural contexts.
  • Experience working with Senior Management on people issues.
  • Knowledge of HR systems required Demonstrated competency and
    experience in managing and scheduling of staff.
  • Demonstrated attention to detail, ability to follow procedures.
  • Meet deadlines and work independently and cooperatively with team
    members is required.
  • Ability to troubleshoot, plan and design low maintenance system is a
    must.
  • Good written and spoken English.
  • The Senior HR Officer must be a conscientious worker with an
    excellent sense of judgement. S/he has the ability to work simultaneously
    on multiple tasks and a willingness and ability to work effectively with a
    wide variety of people.
  • S/h has the ability to work as part of a team and coordinate with
    project personnel. They must be computer literate with strong
    organizational skills.
