Federal republic of Germany with International operations in Uganda,. GIZ
Implements commissions for the German government and other national and
international, public and private sector clients within the framework of the
international Cooperation between the Federal Republic of Germany and the
Government of Uganda.
Key Duties and Responsibilities: 
  • The HR Officer implements national personnel policies in line with
    existing National Personnel and other GIZ Policies and procedures.
  • Provides support in the recruitment, selection and contracting of
    national personnel.
  • Advises managers and staff on all HR policy issues.
Personnel
recruitment
  • The HR Officer undertakes the recruitment and hiring process in
    accordance with GIZ standards.
  • Assists in drawing up requirement profiles and formulates
    appropriate job descriptions in consultation with hiring managers.
  • Assists with recruitment of staff (prepares ion advertisements and
    ensures publication in appropriate print and/or online media),
  • Assists with shortlisting incoming applications based on
    requirements or hiring criteria.
  • Evaluates applications received and shortlists candidates on the
    basis of the requirements or hiring criteria.
  • Conducts interviews and obtains references.
  • Notifies unsuccessful applicants, documents the selection process‘
    archives the documentation and enters the data in the existing HRM
    systems.
  • Conditions of employment and HR support
  • The HR Officer ensures contract processing and assist staff on all
    HR matters.
  • Draws up the employment contract on the basis of the standard GIZ
    contract, and local hiring conditions.
  • Deals with all other organisational and administrative stages in
    processing e.g monthly update of enters in SAP-HR for national personnel.
  • Monitors and notifies managers on due dates for staff probation
    reviews, and contract end dates.
HR instruments and
procedures:
  • Assists in implementing policies for national personnel
  • Provides support in Human Resources Management for national
    personnel.
  • Assists with formulating and updating a wide range of HR information
    materials (for new staff or for the employment manual).
  • Assists with developing HR procedures and instruments.
  • Assists in organizing the evaluation process (information on
    schedule for the staff assessment and development talks, filing forms,
    monitoring documentation on qualification requirements and professional
    development etc).
  • Assists with training materials (including producing materials or
    planning rooms for induction events for new staff).
Other
duties/additional tasks
  • Performs other duties and tasks at the request of management.

Qualifications, Skills and Experience: 
  • The applicant for the GIZ Human Resource Officer job placement must
    hold a BA/MSc in Business Administration, University Degree in Human
    Resources, Law, Economics or Sociology (if possible with a focus on HR
    management) or similar area.
  • Three years of relevant professional experience in a comparable
    position.
  • Good working knowledge of ITC technologies (related software, phone.
    fax. email, the internet) and computer applications (e.g. MS Office).
  • Excellent communication and interpersonal skills. Good command of
    English language (oral and written)
  • Familiar with HR procedures.
  • Good knowledge of national labour laws.
  • Experience in advising on HR issues.
  • Awareness of how to handle HR issues appropriately (confidentiality
    and, data protection)
  • Willingness to up skill as required by the tasks to be performed
    corresponding measures are agreed with management.
