together with co-workers, host agencies and local communities. In all
assignments, UN Volunteers promote volunteerism through their action and
conduct. Engaging in volunteer activity can effectively and positively enrich
their understanding of local and social realities, as well as create a bridge
between themselves and the people in their host community. This will make the
time they spend as UN Volunteers even more rewarding and productive.
Job Summary:  The UN Volunteer will be based in Kampala
within the Department of Human Resources. Working under the overall supervision
of the Chief of Mission and the direct supervision of the Resource Management
Officer, and in close collaboration with the Panama Administrative Centre (PAC)
and the Regional Office in Nairobi, the UN Volunteer will be assist in human
resources activities, including recruitment and related recommendations,
retention, promotion, separation, and other associated administrative actions.
Key Duties and Responsibilities:   Under the overall supervision of the Chief of
Mission and the direct supervision of the Resource Management Officer, the UN
Volunteer will undertake the following tasks:
·        
Support
the Human Resources Department in ensuring that IOM Kampala and field offices
operate in accordance with the Organization’s policies, procedures and
practices and make recommendations for process improvement where appropriate.
·        
Assist
in recruitment processes for national staff and support the recruitment of the
international staff. Advise on staffing issues, including vacancies and use of
temporary assistance to meet exceptional work requirements. Support the
induction/ orientation programme and briefing to new staff members.
·        
Support
the Department in determining entitlements and benefits for locally recruited
staff; support in the review of the contractual status of staff and assist in
the preparation of the monthly payroll for employees in Uganda. Contribute to
IOM Uganda’s Human Resources database being up to date.
·        
Assist
in reviewing, planning and organizing staff Development and Training in close
collaboration with HRM/SDT, including the establishment of staff Development
and Training priorities and plans;
·        
Assist
in the coordination of the promotion/ demotion/ reclassification of National
positions and the process for International positions as required. Assist the
Department to provide guidance to programme managers on classification
processes; and ensure internal grade consistency by undertaking periodic review
of positions within the mission.
·        
Support
the coordination of the implementation of the Mission’s Staff Evaluation System
(SES);
·        
Provide
performance management advice to staff and management
·        
Supervise,
monitor and guide the work of the staff attached to the unit in carrying out
all human resources administrative transactions including maintenance of
staffing tables, contract management, maintenance of personal files and
attendance monitoring
·        
Provide
support to the Mission on administrative actions, and coordinate as required
with Panama Administrative Centre and Legal Department in Geneva;
·        
As part
of the HR team, advise and counsel managers & staff in respect of rights,
responsibilities, code of conduct and difficulties associated with work and
entitlements; assist in evaluating causes of problems or constraints and
propose solutions: analyze and make recommendations for atypical and/or
unprecedented situations involving new interpretation of HR policies and
practices

Support
the separation process for National and International Staff.
·        
Support
IOM Uganda in intra- and inter-agency committees, working groups and other
groupings on human resource matters as required; Manage the relationship with
IOM Health Service Provider and liaise with IOM Panama Administrative Centre as
appropriate;
·        
Perform
any other related duties as required.
·        
Furthermore,
UN Volunteers are required to:- Strengthen their knowledge and understanding of
the concept of volunteerism by reading relevant UNV and external publications
and take active part in UNV activities (for instance in events that mark
International Volunteer Day)- Be acquainted with and build on traditional
and/or local forms of volunteerism in the host country- Provide annual and end
of assignment reports on UN Volunteer actions, results and opportunities using
UNV’s Volunteer Reporting Application- Contribute articles/write-ups on field
experiences and submit them for UNV publications/websites, newsletters, press
releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN
Volunteers- Promote or advise local groups in the use of online volunteering,
or encourage relevant local individuals and organizations to use the UNV Online
Volunteering service whenever technically possible.
Key Results/Expected Outputs
·        
The
development of capacity through coaching, mentoring and formal on-the-job
training, when working with (including supervising) national staff or (non-)
governmental counterparts, including Implementing Partners (IPs);
·        
Age,
Gender and Diversity (AGD) perspective is systematically applied, integrated
and documented in all activities throughout the assignment
·        
A final
statement of achievements towards volunteerism for peace and development during
the assignment, such as reporting on the number of volunteers mobilized,
activities participated in and capacities developed

Qualifications, Skills and Experience:
·        
The
applicant for the 
UN Youth Volunteer in Human Resources job placement should preferably hold a Bachelor’s degree or equivalent
in Human Resource Management or related field
·        
Demonstrated
interest and/or experience (up to 2 years) in development, human resources
management or administration
·        
Area of
Expertise:
Other finance,
economics and administration related experience
·        
Language
Skills:
