Alliance Forum for Development-AFOD Uganda is a non-profit,
non-governmental organization working with humanitarian and development
partners to address the needs of conflict affected population, rural and urban
poor communities in Uganda to address their real needs in areas of health,
nutrition, food security and livelihoods, environmental health, protection and
psychosocial support, and research.
Job Summary: The Monitoring & Evaluation Officer will
be Accountable for professional technical contribution to programme/project
activities, data analysis and progress reporting, and commitment for
enhancement of teamwork and capacity building in support of achievement of
planned objectives of the work plan, aligned with country programme goals and
strategy.
Key Duties and Responsibilities: 
·        
Programme/Project Management: Ensure the
availability of accurate, complete and up-to-date information required for
effective programme and project design, implementation, management, monitoring
and evaluation and emergency preparedness and response.
·        
Programme Efficiency and Effectiveness: Enhance
programme efficiency and effectiveness through evidence based approach and
implementation follow-on, including monitoring AFOD inputs, local conditions
and resources, flow of supply and non-supply and emergency assistance, and
programme status.
·        
The Monitoring & Evaluation Officer will
advise on and support project evaluations formulated within a framework that
demonstrates evidence based best practice whilst identifying outcomes and
impact;
·        
Contribute to increasing the quality and
reliability of AFOD programme/project outputs to include target setting and
establishing Key Performance Indicators (KPI’s).
·        
Support and contribute to the strengthening of
overall organisational capacity and develop systems to demonstrate and evidence
capacity building;
·        
Ensure that development results are demonstrated
and communicated in ways that assure that the partner contribution and value of
AFOD’s development work is recognised within the development sector and by the
public.
·        
Development of protocols consisting of; data
collection tools, samples, quality assurance and analysis plans for surveys
·        
Provide training, mentorship and supervision of
data collection by project staff
·        
Participate in the development of weekly,
Monthly, Quarterly and Annual work plans
·        
Documentation and learning of project progress
and changes realized through routine monitoring and collection of most
significant change stories for impact reporting
·        
Audit and verification of project data through
risk management systems and processes by enhancing oversight with a greater
focus on monitoring and evaluation
·        
Contribute in research and proposal writing
·        
Performing any other relevant duties as may be
assigned by immediate supervisors from time to time.

Qualifications, Skills and Experience: 
·        
The applicant for the Monitoring &
Evaluation Officer job must hold a University degree in one of the following
areas; Statistics, Agriculture, Economics and Social sciences, Development
studies and other related technical field, post graduate qualification in
Monitoring and Evaluation and project planning and management is an added
advantage.
·        
At least three years of professional work
experience in the NGO, other development organizations, private sector or
national government and field work experience in M&E
·        
Experience of emergency programme interventions
in Uganda is an added advantage.
Core Competences
·        
Skills: Fluency in both oral and written
communication in English, Comprehensive understanding and good working
knowledge of word, excel and other statistical packages like SPSS, Open Data
Kit etc. very good report writing and presentation skills, inter-personal
Communication and public relations, basic research skills and client handling
·        
Behavioural: Code of conduct relevant to M &
E work, commitment, time management and ability to work for longer hours,
loyalty, patience, emotional intelligence and tolerance
