About USAID Project:
TechnoServe Inc. /Uganda in partnership with the Uganda
Cooperative Alliances have been awarded to implement a three-year Feed the
Future – Producer Organizations Activity in 12 districts of Uganda. The USAID
funded Feed the Future Uganda Producer Organizations Activity seeks to
strengthen the governance, management and service delivery capacity of producer
organizations (POs) to realise durable and enduring institutions that are able
to plan, mobilize resources, and deliver services that meet the evolving needs
of their members in a rapidly changing competitive environment. The Activity
will harness the potential of Uganda’s secondary POs in 12 of the feed the
future focus districts in Uganda to serve as critical change leaders in
equipping member POs with the skills, knowledge, and linkages needed to mature
and develop into sustainable businesses that meet the demands of their farmers.
Job Summary: The Monitoring and Evaluation Officer
will support the day-to-day Monitoring, Evaluation and Learning of the
Activity, using the multi-faceted Collaboration, Learning and Adapting (CLA)
approach. S/he will be responsible for enabling collection of quality Activity
data for evidence-based reporting and decision-making processes by program
leadership. S/he will also be support the MEL Manager in timely development and
effective implementation of the program’s MEL systems, including program
monitoring and quality control systems, evaluation systems (e.g. baseline and
end line surveys), analytical planning processes, management of all project
data. Working together with the MEL team, s/he will be responsible for
supporting the program beneficiary POs capacity in Monitoring and evaluation,
more specifically ensuring the collection of quality data.
Key Duties and Responsibilities: 
MEL Systems and Processes:
  • Ensure that monitoring
    data collected at field level is regularly and accurately verified before
    reporting and uploading into the FTFMIS and PRS systems.
  • Review all data collected
    from the field to ensure that its free of inscription errors      and entered in the appropriate
    formats, swiftly and accurately.
  • Undertake data entry and
    analysis following the Activity acceptable frameworks for timely
    reporting.
  • Undertake regular field
    support supervision visits to the field teams and producer organizations
    on monitoring and evaluation activities.
  • Facilitate quarterly
    reviews and dissemination of monitoring findings to the POs and the
    Activity team.
  • Support quarterly,
    bi-annual and annual data collection on key outcome indicators for
    evidence- based reporting, in collaboration with MEL Manager, and sharing
    summary results and recommendations with project team.
  • Work with program staff to
    identify M&E needs in the regions and at POs and provide training, as
    appropriate.
Documentation:
  • Maintain all the necessary
    Activity records, reports, guidelines, communication updated and backed up
    and accessible by all on the google drive.
  • Support the Chief of Party
    with formatting and editing of newsletters, case studies, and other
    materials highlighting the Activity’s progress.
  • Assist M&E Manager
    with documenting collaboration activities that have taken place, based on
    reports from field staff.
  • Maintain Activity key
    files and data safe and secure under key and lock
  • Take notes during meetings
    and write up summaries and/or action items and follow up their
    implementation.
  • Any other duties as may be
    assigned by the Program Manager or his designated staff.

Qualifications, Skills and Experience: 
  • The ideal candidate for
    the TechnoServe (TNS) Monitoring and Evaluation Officer job opportunity
    should preferably hold degree qualifications in agribusiness, economics,
    statistics or international development-related studies
  • A minimum of two years of
    experience doing related work
  • Knowledge of MS Word,
    Power point, and statistical software i.e. SPSS and Advanced Excel is
    required;
  • Experience with data form
    design, collection and data entry and analysis;
  • Demonstrated ability to
    work cooperatively as a member of a team;
  • Demonstrated ability to
    work with large quantities of data and convert it into understandable
    results;
  • Strong quantitative
    analytical abilities
  • Experience working with producer
    organizations;
  • Prior and proven
    experience on USAID-funded programs;
  • Excellent data analytical
    skills and interpretation, sound quantitative skills (managing, analysis
    and interpretation of data)
  • Strong communication and
    facilitation skills and ability to establish good working relationships
  • High-level computers
    skills in statistical packages particularly Advanced Excel and SPSS
  • Strong knowledge of data
    quality assurance, analysis and reporting.
  • Strong writing skills and
    experience with producing technical reports required.
  • Strong communication and
    interpersonal skills.
  • Fluency in English and
    other local language(s) is an added advantage.
