About CSA Programme:
The Climate Smart
Agriculture (CSA) Programme is a 5-year, € 39 million project being implemented
in Kenya, Tanzania and Uganda. The project uses an inclusive Business
Development approach to support the international and Dutch efforts on climate
change and sustainable production in arable farming. The programme will work
with and through the private sector and supports public sector partners in
creating an institutional environment for wide-scale adoption of CSA-practices.
It is driven by 3 pillars: i) adoption of CSA practices & technologies in
arable crop production farming systems; ii) acceleration of investments and
business growth in selected value chains; iii) improved enabling environment
for scaling out of CSA. Interventions are centered on business cases which are
derived from a thorough climate risk assessment and financial analysis of value
chains in pulses, oilseeds, potatoes and grains. A climate smart business case
matching grant facility aims to further improve access to finance and
facilitate scaling. The programme is implemented by a consortium consisting of
SNV, Wageningen University & Research (WUR), the CGIAR research programme
on Climate Change, Agriculture and Food Security (CCAFS), Agriterra and
Rabobank, and is financed by the Dutch Ministry of Foreign Affairs (DGIS).
Job Summary:  The Monitoring and Evaluation Officer will
lead and coordinate the Monitoring and Evaluation activities for CSA East
Africa programme and serves as a member of the Programme Management Unit. S/he
is expected to have the experience and capabilities necessary to lead the
measurement, monitoring, evaluation, and learning of the project’s activities,
while ensuring that all programme components are results-oriented and that all
project team members are focused on achieving targets – at country programme
and regional programme levels. S/he will be responsible for providing technical
leadership in the area of Monitoring and Evaluation. S/he will develop the
result measurement and management systems, approach and tools, and lead the
development of results chains and indicators for the program. S/he will be
responsible for to provide the programme management team with tools to
effectively track project progress and achievement, and to provide mid-term and
end-of –project evaluation with sufficient information to assess the
programme’s success.
Key Duties and Responsibilities: 
  • Lead and coordinate the design, development and implementation of
    the result measurement and management system;
  • Coordinate and support the design, reviews and updating of the
    result chains for the programme and each of the interventions;
  • Coordinate and support the development of indicators for each
    results chains, each intervention and for the overall programme;
  • Facilitate the baseline, mid and end-line surveys;
  • Lead the production of documentations, reviews and sharing of key
    results and learning along the intervention and programme cycles;
  • Facilitate periodic programme reviews and learning forums, ensure
    proper documentations of findings and learning;
  • Ensure that Monitoring and Evaluation provide ongoing evidence and
    inputs for improving the programme interventions;
  • Actively contribute to programme reporting for donor and other
    stakeholders.

Qualifications, Skills and Experience: 
  • The applicant must hold a Master’s degree or higher in monitoring and
    evaluation, statistics, research methods, or another related field.
  • The Monitoring and Evaluation Officer must have eight years of
    experience in Monitoring and Evaluation (M&E) management, within
    donor-funded technical assistance projects of similar magnitude and
    complexity;
  • Five years of experience in developing countries, working on
    multi-country M&E programme, preferably in Africa;
  • Demonstrated experience using a mix of informational sources and
    M&E/research methods to analyse project progress, communicate findings
    to a range of external and internal stakeholders, and apply M&E
    results and learning to work planning;
  • Preferable background in/understanding of agribusiness, value chain
    development and climate change;
  • Experience in catalysing programmatic learning and adaptive
    management with donors, NGOs, contractors, or international organisations;
  • Excellent communication skills to articulate technical M&E
    issues effectively, with the ability to adapt styles to the needs of
    different audiences;
  • Experience with innovative digital data systems, tools and devices;
  • Excellent analytical and writing skills;
  • Fluent spoken and written English;
  • Willingness to travel within Uganda or other programme countries as
    needed;
  • Team player with good interpersonal and communication skills.
