16 countries, with our head office in Dublin, Ireland.
Job Summary:  The Finance Partnership Manager will support
our country program. GOAL Uganda works with partner organizations ranging from
private sector actors, community based organisations (CBOs) and International
NGOs in different parts of the country. Currently we work in Bugiri,
Lira, Agago, Abim, and Kaabong districts implementing Health Accountability,
Livelihoods and Water & Sanitation programming. Partnership’s Finance
Manager plays a central role in the management of relationships and Building
capacity of partners & sub grantees in the GOAL Uganda Partnership
Programme. The successful candidate will be based in Kampala but with frequent
travel to field sites. Partnership finance manager will also work closely with
programme teams in ensuring programme objectives are achieved.
Key Duties and Responsibilities: 
Risk assessment and
management
  • Carry out partner financial assessments in line with GOAL
    partnership policies;
  • Carry out due diligences for private sector partner organizations;
  • Coordinate annual internal and external audits for partners;
  • Carry out compliance checks to ensure partners are in conformity
    with the terms and conditions of the agreement;
Partnership
management
  • Prepare partner contracts/MOU’s/Agreements;
  • Organise monthly Partner Grants management meetings to review
    partners’ performance;  
  • Support partner organisations in preparation of proposal and budgets
    for upcoming projects;
  • Manage contract closeout processes with implementing partners;
Documentation
  • Maintain contract files and other correspondences with partners in
    both hard and softcopies
  • Keep a record of all the monthly grants management meetings;
  • File all financial reports and other related partner documents in an
    orderly manner
  • Maintain an updated partner database;
Capacity Building
  • Carry out tailored capacity building of partner finance personnel on
    a regular basis depending on the financial assessment needs;
  • Follow up with partners in respect to areas of improvement
    identified during audits and work closely with the partners in closing the
    issues;
  • Develop the capacity of field finance personnel in areas of
    partnership management
Partner financial
management
  • Review partner budgets in line with submitted proposals to ensure
    they match; 
  • Review of partner financial reports and provision of feedback on a
    timely basis;
  • Closely monitor partner burnout rates to ensure actual expenditure
    is in line with approved budget;
  • Prepare partner disbursement requests in line with partner funding
    agreements;
  • Any other duties as may be assigned by management

Qualifications, Skills and Experience: 
  • The ideal candidate for the GOAL International Finance Partnership
    Manager job placement should hold an advanced university degree in
    Business and/or Accounting with a recognised institution
  • ACCA/CPA finalist.
  • At least three years of management experience
  • Two years’ experience within the development/NGO sector

Desirable

  • Proven track record in partnerships management
  • Experience with capacity building
  • Irish Aid, DFID, MasterCard Foundation and other donors working
    experience
  • Experience in working with private sector actors and NGO partners
    organisations
  • Proficiency in Microsoft Office including Excel and word and good
    skills at using financial software applications
    . 
  • Good understanding of
    fund accounting, Financial Analysis
  • Two (2) years’ experience with an external audit firm is an added
    advantage
