Job Summary:  The Coordinator Empower@Scale Project will be
responsible for the coordination and implementation of the Empower@ Scale
Project: scaling up empowerment through household methodologies; from thousands
to millions. The project aims to increase knowledge, skills and expertise among
stakeholders at local, national, regional and global levels to support,
implement and upscale household methodologies to empower women, men and youth
for rural inclusiveness. The Project coordinator will support resource
mobilization and business development specifically to help scaling up, sustain
and eventually transform the project through established “empowerment learning
centers” into a social business enterprise.
Key Duties and Responsibilities: 
Project delivery –
30%
  • Takes overall responsibility for implementation of the Empower@scale
    Project interventions working closely with the implementing partners on
    ground.
  • Responsible for day to day management of the contract/Oxfam
    Partnership Agreement (OPA), in line with conditions set out in the
    overall project grant agreement with IFAD.
  • Liaises with other team members at the country office, other project
    country teams in Nigeria and Kenya and the Oxfam Novib office in The Hague
    to ensure there is synergy and close collaboration and complementarity
    between the project and other women economic empowerment and Livelihood
    interventions.
  • In close coordination with the resilient livelihood manager,
    represent the project in the country, regional and global stakeholder
    meetings.
  • Regularly conducts context analysis relevant to the project and make
    recommendations to the country project team and partners on the trends and
    opportunities. The job holder will be expected to keep abreast with latest
    developments in the focus areas of the project.
  • Liaises with the Project Management Unit to initiate the linking and
    learning of the work with the country/regional/global project teams.
  • Contributes to country funding initiatives such as providing input
    into concepts and proposals related to the project and to the Resilient
    livelihoods theme.
  • Works closely with the Media & Communications Coordinator,
    provides regular information, briefings and publicity on the empowerment @
    scale project activities
  • Manages consultants and researchers as required, in accordance with
    Oxfam policy and procedures
Working with
partners and stakeholders – 30%
  • Provides appropriate support to partners implementing the Empower@
    scale project in all aspects of project cycle management. 
  • Ensures timely reporting of partners in compliance with donor and
    Oxfam procedures/reporting requirements; consolidate partner reports      
  • Ensures that partner organizations work in accordance with Oxfam
    standards and objectives
  • Carries out regular performance assessments and reviews of partner
    organizations and provides guidance on enhancing the quality of project
  • Ensures that all action points/ recommendations agreed upon with
    partners during project reviews are followed through during project
    implementation.
  • Ensures that partner project plans, proposals, work plans and
    budgets are developed in line with the Oxfam Country Strategy (OCS) and
    project documents.
  • Support with partner contracting process, implement and monitor the
    agreements reached with the consortium or the implementing partners.
  • Holds and/or participates in regular meetings with partner
    organizations, and stakeholders such as IFAD and IFAD-supported operations
    in Uganda, and Hivos regional office in Kenya; to ensure that the working
    relationship between them and Oxfam is positive, open and conducive to the
    successful achievement of agreed objectives.
  • Develops and facilitates links with civil society (including
    non-implementing partners), the private sector, academic /knowledge
    institutions and governments, initiating contacts and building
    associations that can be used to enhance the objectives of the project.
Implement the MEAL
System – 30%
  • Works closely with the Resilient Livelihood Manager and the Program
    Quality and Learning Coordinator ensure that an effective, transparent and
    robust MEAL system and process is in place, in line with the project’s
    MEAL framework, to ensure that the objectives and outcomes of the
    empower@scale project are achieved.
  • Closely works with the partners to mutually agree on detailed
    operational plans, budgets, indicators as well as monitoring, evaluation
    and learning framework.
  • Carries out regular monitoring visits to partners and ensure that
    reports are written on each visit and shared with the Resilient Livelihood
    Manager.
  • Contributes to the project’s and organizational learning through
    systematic documentation, monitoring, evaluation and sharing of
    information with partners and the relevant program teams.
  • Constructively supports partners’ management of projects in the
    various stages of project cycle management, from project appraisal to
    reporting.
  • Supports the donor accountant to monitor partners’ financial reports
    and ensure that regular partner audits take place (as per donor
    requirement).
  • Works with Program Quality & Learning Coordinator to ensure that
    the MEAL Framework is effectively adopted by the partners and that
    monitoring data is well managed and readily available for program quality
    control
  • Effectively manages allocated budget for the empower@ scale project.
Team Purpose
(Program team): 10%
  • Contributes to the strategic development and management of the
    country program.
  • Ensures that the promotion of women rights is at the heart of all
    Oxfam in Uganda’s program work
  • Works closely with program team members on the development of the
    strategic partner portfolio, identification and appraisal of project
    proposals of local partners.
  • Supports resource mobilisation, specifically for Women Economic
    Empowerment (WEE) elements of the strategy
  • Supports Oxfam’s impact locally, regionally, continentally and
    globally through ensuring WEE program alignment to the key strategic
    objectives and program standards.

Qualifications, Skills and Experience:  
  • The ideal candidate for the Oxfam Coordinator Empower@Scale Project
    job must hold an academic qualification in Gender and Women Rights, Development Economics, Business administration and/or any other relevant
    academic qualification;
  • A minimum of five years of practical experience in gender and women
    rights, livelihood programming, Business development or other relevant
    fields;
  • Demonstrable experience with gender mainstreaming in development
    projects mainly in livelihoods projects and programs;
  • Good understanding and experience of project/program management
    cycle, and participatory appraisal techniques;
  • A minimum of five years of experience in managing a similar kind of
    project (in terms of approach, budget, partnerships, etc.);
  • Experience with participatory household methodologies;
  • Knowledge of and experience with donor funding environment and good
    financial and project management skills;
  • Understanding of a “Rights Based Approach”;
  • Knowledge of and experience with women economic empowerment is essential;
  • Knowledge of and experience with business modelling is an added
    advantage; 
  • Substantial experience of working in partnership/ capacity building
    of local institutions;
  • Excellent knowledge of the Ugandan environment and issues supported
    by personal exposure through having worked and lived there;
  • Experience with IFAD and/or other closely related UN agencies is an
    asset.
  • Excellent listening, communication and writing skills
  • Organizational and personal management skills, with ability to
    prioritize work issues to meet deadlines with minimal supervision and
    ability to adjust to constantly changing situations while maintaining
    focus on delivery and follow-through
  • Ability to network and build effective partnerships on
    programs/project activities to meet set goals and targets
  • Ability to conduct gender analysis
  • Ability to develop work plans and write good reports
  • Ability to engage and influence both corporate direction,
    contributing to and following it as appropriate.
  • Proven analytical and conceptual thinking, high level research,
    project management knowledge and skills and experience using participatory
    tools and methodologies for assessment, programme identification,
    implementation, monitoring and evaluation
  • A high level of self-awareness, initiative, sound judgement,
    personal energy and flexibility
