Enabel (Belgian
development agency, formerly BTC), together with different Government
Ministries, are implementing the bilateral co-operation between Uganda &
Belgium.
Job Summary:  The National Technical Assistant at Regional
Level contributes to attainment of the specific objective of the activity, in
the role assigned to him/her by the project documents (T FF, agreement or
contract) namely, in general to provide specialist technical support to the
activities of the projects at implementation level, especially in the areas of
Results-Based Financing and Health System Strengthening, to be transferred to
the partner. On this note, Enabel in Uganda, is seeking to recruit 2 National
technical Assistants as below:
Key Duties and Responsibilities: 
As Technical
Advisor. (55%)
  • He/she contributes technical knowledge
    to the partner structure in the execution of all aspects of the project
    activities in both public and PNFP facilities at regional implementation
    level prescribed by the projects;
  • Provide technical and methodological
    expertise for the implementation and follow-up of project activities,
    mainly in the areas of Health Financing and Health System Strengthening;
  • Monitor the implementation of the RBF
    manual of procedure, including RBF scheme and RBF tools (information
    system, monitoring and evaluation, fiduciary system, contracts, business
    plans, etc.)
  • Participate in the quarterly quantity
    and quality verification of DHMT and health facilities activities;
  • Assure institutional and organisational
    development through capacity transfer;
  • Provide advice during the design and
    establishment of the training programme and provide assistance with and
    improvement of training actions;
As Public Relations
for Enabel: (10%)
  • Develop a network and build synergy with
    local stakeholders (MoH, PNFP, Local Government, development partners,
    population, etc.) so as to improve the effectiveness & sustainability
    of activities;
  • Represent Enabel and the projects in the
    region and keeps the local media informed about the project activities;
  • Contribute in communication on the
    project activities and strategies and conduct advocacy activities
  • Enhance the image of Enabel with
    beneficiaries;
  • Stimulate dialogue with the stakeholders
    involved in project activities & help create a positive work
    environment;
As a Manager: (20%)
  • Contribute to the operational planning
    of the project activities with annual action plans for activities at
    regional implementation level;
  • Be responsible for the joint operational
    planning of tasks in the region with his/her NTA colleague;
  • Draw up reports (periodic report,
    follow-up reports, contribution to official reports to Representation,
    Enabel Hill and donor, etc.);
  • Process and analyse data for improved
    decision making;
  • Help organise consultation missions and
    ensure that they proceed smoothly;
  • Advise ad hoc technical support missions
    in support of the project and participate in their set-up;
  • Monitor and evaluate the indicators of
    the project, the RBF scheme and the national health information system of
    the facilities in the region to facilitate informed decision making.
As Capitaliser –
Facilitator — Innovator (15%)
  • Adopt an action research approach for
    the introduction of new initiatives, including the Results Based Financing
    modality;
  • Participate with the whole project
    technical team in all the steps of the realistic evaluation;
  • Document best practices and lessons
    learned throughout the duration of the project to prepare for formal
    capitalisation at the end of the projects;
  • Document innovative interventions to
    increase the technical knowledge for the partner and Enabel and to feed
    the policy debate at national level by those field experiences;
  • Contribute to the reflection on the
    financing mechanisms of the emergency evacuation system

Qualifications, Skills and Experience: 
  • The Enabel National Technical Assistant
    must have five to ten years of professional experience as a specialist in
    the field of Public Health or Health Economics;
  • At least three years’ experience in
    working with the public health system of Uganda at implementation level;
  • Knowledge of the logical framework (PCM)
    ;
  • Project design and project cycle
    management;
  • General principles of development
    cooperation (OECD Development Assistance Committee, Millennium Goals,
    Belgian and European policy, etc.);
  • Knowledge of relevant computer tools;
  • Good language skills: the official
    language of the country (English) and knowledge of the local language;
  • Thorough knowledge of the Ugandan Health
    system
  • Experience with national M&E system
  • Experience in the design ot business
    plans
  • Experience in capacity building at
    individual and institutional level
  • Strong capacity to manage usual software
    (Word, Excel, PowerPoint, Database software)
