serves as an urban community hospital that provides modern medical care. Mengo
Hospital provides comprehensive care including radiology, obstetrics,
dentistry, orthopedics, and surgery. Additionally, Mengo Hospital provides
critical training and education to health professionals through its various
programs in midwifery and nursing, health sciences, and laboratory technology.
Mengo Hospital also has a dedicated research and development team that works to
find new solutions to health issues in Uganda.
Job Summary:
The Senior Human Resource Officer will contribute to the strategic objectives
of Mengo Hospital (MH) by building effective working relationships with all the
department heads, line managers and team leaders throughout the organization to
understand the drivers (critical issues & priorities) of the organization
and individual needs so that processes are developed to align with needs and in
this way create value to the Hospital. (Maximizing productivity of the people
and organizational performance).   
Key Duties and Responsibilities:  
  • The Senior Human Resource Officer will
    deputize the HR manager from time to time
  • Coordinate Hospital  learning and Development function
    by  Identifying training and
    development needs through training needs analysis, PMS reports,
    consultation from Program or Unit Heads.
  • Coordinate the development of Annual
    training plan.
  • Conduct refresher trainings on HR policy
    and procedures, occupation health and safety among others.
  • Inform Department and unit heads about
    available trainings from time to time.
  • Coordinate training evaluations, training
    report submissions and bondings of trained staff as per HR policy and
    procedures.
  • Monitoring and reviewing progress of
    trainees through discussions with Department Heads and immediate
    supervisors
  • Provide necessary support to learners
    during training interventions from time to time.
  • Coordinate development and management
    of  the HR Budget from time to time
  • Coordinate the development of the HR
    business plan and ensure that the plan is
  • closely implemented from time to time.
  • Coordinate organizational analysis and
    design with the guidance of the HR Manager and ensure that the
    organization structures are kept updated and are accurate at all times.
  • Champion the formulation of HR policies
    and procedures; advising the HR Manager where policy amendment is required
    on a periodic basis
  • Identify, trouble shoot and analyze
    problems / issues that affect delivery of service by HR to the Hospital
    and solve them with a report to the HR Manager
  • HR Correspondence: Implementing Hospital
    wide communication within and outside the Department on HR related issues
    as needed from time to time
  • Develop good practice, innovative Human
    Resource initiatives to assist the Hospital to achieve excellence and
    become an employer of choice
  • Leads the design and implementation of
    improvements to HR programs and systems particularly as it relates to

    other special contractual arrangements.
  • Perform any other duties as assigned by
    your supervisor from time to time.

  • Timely and quality service delivery on
    all training aspects
  • Continuous communications & good
    relationship with external and internal stakeholders
  • Timely report submission as required
    from time to time
  • Timely submission of the Monthly HR
    training status reports
  • Timely information dissemination as
    required from time to time.

Qualifications, Skills and Experience:
  • The Senior Human Resource Officer must
    hold a Master’s Degree in Human Resource Management/Business
    Administration (Management Option), Industrial /Organization Psychology
  • Professional Membership to HRMAU (Added
    Advantage)
  • Five years of progressive Human Resource
    management experience; two years of which should have been in a mid-level
    management position.
  • Four years of progressive experience in
    Human Resource in a mid-level management position in a similar environment
  • Experience in business networking across
    functional lines and highly skilled in verbal and written communication
    (persuasive)
  • Must understand the MH strategy and
    create work plans that link that to the HR strategy to create value
  • Experience in demonstrating functional
    leadership
  • Skilled in design of employee training
    and development strategies
  • Skilled in process facilitation and
    coaching
  • Planning and organizing skills
  • Strong analytical skills
  • Team building
  • Innovativeness and flexibility
  • People management skills – ability to
    gain leadership and employees trust while influencing positive
    organizational outcomes
  • Strong problem identification and
    solving
