About US:
Rural
Electrification Agency (REA) is the secretariat of the Rural Electrification
Board (REB) established by statutory instrument 2001 No. 75. REA is mandated to
implement Government’s rural electrification programs. The Government of Uganda
through REA is implementing a number of electricity connection projects with
financial support from development partners to meet national electricity access
targets.
Job Summary: The
Manager Legal and Board Services will provide legal advisory services to the
Rural Electrification Board, Management and staff of the Rural Electrification
Agency.
Key Duties and Responsibilities: 
  • Provide legal guidance to the Rural Electrification Board,
    Management and staff of the Agency on compliance with statutory and
    regulatory requirements.
  • Formulate appropriate legal structures, policies
    and guidelines to support the operations of the Agency.
  • Participate in project appraisal and
    negotiations for funding to ensure the loan objectives are aligned with
    the Agency’s strategic goals.
  • Shall be responsible for preparation of
    legal documents including contracts, agreements and memoranda of
    understanding.
  • Keep safe custody of the Agency’s legal
    documents.
  • Shall be responsible for mitigating
    legal risks associated with the operations of the Agency.
  • Support the function of the Secretary to
    the Rural Electrification Board.
  • Oversee the acquisition of right of way
    for successful implementation of rural electrification projects.
  • Establish, promote and maintain
    strategic linkages with key stakeholders.
  • Manage departmental resources and
    activities including but not limited to budgeting, procurement and human
    resource.
  • Perform other duties as will be assigned
    from time to time by the supervisor.

Qualifications, Skills and Experience:
  • The applicant must hold a Bachelor’s degree in law.
  • Master’s degree in Law or Business
    Administration
  • Post graduate diploma in legal practice.
  • Enrolled Advocate of the High Court with
    a valid practicing certificate.
  • Registered member of the Uganda Law
    Society.
  • Experience of ten (10) years’ work
    experience in a reputable organisation, with seven (7) years specific
    experience in the public sector.
  • A minimum of five (5) years’ experience
    at senior level of management. 
  • Five years’ experience in litigation.
  • Familiarity with the electricity sector is an added advantage.
