About USAID MAPD Project:
The Malaria Action
Program for Districts (MAPD) project is a 5-year USAID/PMI funded project. The
project aims to prevent and control Malaria illnesses and deaths in order to
minimise the social economic effects of the disease among the overall
population of Uganda especially in children under 5 years of age. The project
will be implemented starting in August 2016, and will cover 43 districts with a
total population of more than 13 million. The Malaria Action Program for
Districts project offers a partnership uniquely positioned to deliver this
implementation rollout. Partners include Johns Hopkins Program for
International Education in Gynecology and Obstetrics (JHPIEGO), Banyan Global,
Deloitte &Touché Uganda, Infectious Diseases Institute (IDI) and
Communication for Development Foundation-Uganda (CDFU).
Job Summary: The
monitoring and evaluations officer will support the USAID project for 3 months
in the 9 districts of the Masaka Region.
Key Duties and Responsibilities: 
  • Work with the project team to strengthen the quality and utilization
    of HMIS data at district and health facility levels through trouble
    shooting, on the job coaching and mentoring for the poorly performing
    districts or facilities.
  • Actively participate in quarterly data cleaning exercises as part of
    the efforts to improve data quality.
  • Identify issues with reporting rates and data quality of weekly and
    monthly Malaria data and liaise with district teams for follow-up.
  • Proactively seek out data to assist staff in making informed
    decisions
  • Develop, implement performance monitoring plans and systems for
    gathering, reporting, and analyzing performance data for impact and
    sustainability of project implementation in the region.
  • Support the documentation of best practices and facilitate the use
    of such data to drive program design and decision making. Produce
    information to share lessons learned and for advocacy purposes.

Qualifications, Skills and Experience:
  • The M&E Officer should preferably hold a Bachelor’s degree in
    statistics or Monitoring and Evaluation or Information Communications
    Technology.
  • A minimum of two years’ experience working with the HMIS, mTrac and
    DHIS2.
  • Previous experience in collecting, analyzing and reporting programme
    data as required
