About US:
The Government of
Uganda receives funding from the United Nations Office for Project Services
(UNPOS) of the Water Supply and sanitation Collaborative Council (WSSCC) to
support the Uganda Sanitation Fund (USF) programme. The USF overall objective
is to contribute to the reduction of morbidity and mortality rates through
improved sanitation and hygiene Facilities, stopping open defecation and
promoting handwashing with soap. The project is being implemented in 40
districts and it is managed by the Ministry of Health (MOH) as the Executing
Agency and implemented by the District Local Governments as the Sub Grantees.
Job Summary: The
Field Officer will provide technical support to Sub Grantees
Key Duties and Responsibilities: The field officer shall be based regionally
in the field and will perform the following duties, working under the direction
and supervision of the technical assistants to:
  • Assist the sub grantees prepare work plans and budgets
  • Support field activities of the sub-grantees
  • Monitor and support sub-grantees activities
  • Quality assurance of work outputs of the sub grantees
  • Verification of results
  • Support Sub-grantees conduct capacity building of lower Local
    Government level.
  • Participate in the review of sub grantee proposals
  • Participate in detailed capacity needs assessment
  • Conduct capacity building of sub-grantees to meet the skill
    requirements for project implementation and management.
  • Prepare progress reports
  • Carry out any other duties as assigned by the Technical Assistants.

Qualifications, Skills and Experience:
  • The Field Officer must hold a Bachelors’ degree in Environmental
    Health Science, Social Sciences, or other relevant fields
  • Three years of related work experience
  • Field experience in the WASH sector
  • Extensive knowledge and experience of Local Government systems and
    planning processes
