About US:
Uganda Investment
Authority (UIA), a statutory agency is mandated to initiate and support
measures that enhance investment in Uganda and to advise Government on
appropriate policies conducive for investment promotion and growth in the
country.
Job Summary: The
Deputy Director – Human Resource & Administration supports the Executive
Director on skills and competencies required for staff recruitment and
retention.
Key Duties and Responsibilities:  
  • Allocating human resources and ensuring
    appropriate matches between personnel, based on clear job descriptions and
    competence profiles.
  • Preparing personnel budgets for incorporation in the
    Authority’s overall budget and preparation if annual staff training plans.
  • Formulating human resource and administrative policy
    manuals, ensuring their availability to, and compliance by all staff.
  • Handling staff compensation & benefits, performance
    management systems & staff performance appraisals, staff discipline,
    staff counselling, disputes, allocation of support services, contracts for
    outsourced services and safety and recreation programs among others
  • Ensuring safe custody of all assets of
    the Authority and ensure regular stock taking at least once every year.
  • Formulating and implementing staff
    development plans based on needs analysis and developing and conducting
    regular mentorship programs.
  • Ensuring that the authority has the
    caliber of staff needed to execute its mandate at all times.
  • Advising Management on HR Policy issues
    such as equal opportunity employment, sexual harassment and termination
    among others.
  • Advising the Board on the need for
    change management within UIA.

Qualifications, Skills and Experience:
  • The ideal candidate for the Uganda
    Investment Authority (UIA) Deputy Director – Human Resource &
    Administration job opportunity must hold a Bachelor’s Degree in Human
    Resource Management, Industrial & Organizational psychology, BBA or
    relevant discipline.
  • Master’s Degree in Human Resource
    Management, Business Administration or a relevant discipline.
  • Postgraduate Diploma in Human Resource
    Management & Development.
  • Membership to a recognized human
    resource professional body.
  • Working knowledge of the modern
    performance appraisal systems e.g. balances scorecard and performance
    contracts
  • Champion in change management and
    conflict management
  • Proficiency in Microsoft office suite
    and Human Resource Management Information systems.
