About US:
The Government of
Uganda receives funding from the United Nations Office for Project Services
(UNPOS) of the Water Supply and sanitation Collaborative Council (WSSCC) to
support the Uganda Sanitation Fund (USF) programme. The USF overall objective
is to contribute to the reduction of morbidity and mortality rates through
improved sanitation and hygiene Facilities, stopping open defecation and
promoting handwashing with soap. The project is being implemented in 40
districts and it is managed by the Ministry of Health (MOH) as the Executing
Agency and implemented by the District Local Governments as the Sub Grantees.
Job Summary: The
Communication and Learning Specialist will mainly coordinate Programme
Documentation, Learning and information sharing
Key Duties and Responsibilities: The Communication and Learning Specialist
shall be based at the Ministry Of Health Headquarters in Kampala and will
perform the following duties.
  • Document Programme Best operation Practices; success stories, case
    studies and activities for dissemination, sharing and public consumption.
  • Identify, organize and conduct programme learning events for staff
    and other stake holders
  • Coordinate and Monitor the Implementation of the Communication
    strategy
  • Establish functional communication systems ( Social Media), Monitor
    and report on their performance.
  • Engage national and local media on programme dissemination, advocacy
    and produce engagement reports
  • Identify, analyse and document new developments in the Hygiene and
    sanitation sector
  • Enhance coordination and collaboration with partners
  • Develop, procure and disseminate relevant/up to date programme I EC
    messages and materials
  • Develop, and disseminate sanitation and hygiene themes related to
    programme implementation, hygiene behavior change, effective monitoring
    and sustainability.
  • Participate in preparation of programme workplans and reports
  • Carry out any other duties as assigned by the Programme manager.

Qualifications, Skills and Experience:
  • The Communication and Learning Specialist must hold a Bachelors’
    degree in Mass Communication, Social Science or other relevant fields. A
    Master’s Degree in Communication or any other relevant field will be an
    added advantage.
  • Five years of experience in documentation or public relations.
  • Working knowledge and experience of national and international media
    is essential.
  • Proven experience in documentation of case studies and production of
    communication materials.
  • Excellent facilitation and communication skills.
