Job Summary: The
Savings and Internal Lending Community (SILC) Officer will be overseeing and
providing technical support for all relevant SILC programming.
Key Duties and Responsibilities:
  • Coordinate and monitor the implementation of SILC activities and
    ensure implementation schedules are met as per the detailed activity plan.
    Manage community mobilization for SILC, including Field agent selection
    process and self-selection process for the establishment of SILC groups.
  • Work closely with various community ‘stake holders and “mobilize
    them to ensure full involvement of community leaders, community
    representatives, and local government representatives in the overall
    implementation and improvement of project activities.
  • Responsible for coordination, supervision and support of SILC
    Supervisors and Field Agents as well as training on SILC methodology,
    responsibilities and SILC group mentorship
  • Keenly monitor and evaluate the progress of SILC groups through
    regular structured visits
  • Provide ongoing support to SILC Supervisors and Field Agents
  • Coordinate and facilitate information sharing ‘among the project
    team, implementing partners, and project beneficiaries at the community
    level.
  • Actively participate in developing capacity building materials for
    business, technical and financial capacities as well as plan, initiate and
    implement capacity building sessions.
  • Compile data provided at the community level as per project
    requirements.
  • Develop work plans and reports as per reporting schedule.
  • Keenly analyze project implementation strategies to identify
    constraints to program success and provide timely recommendations.

Qualifications, Skills and Experience:
  • The Caritas Savings and Internal Lending Community (SILC) Officer
    must hold a Bachelor’s degree in Business Administration, Finance,
    Commerce, Agribusiness, Economics or Development Studies with two years of
    experience in VSLA, SACCO, business or market/economic development OR a
    diploma in Business Administration, Finance, Commerce, Agribusiness,
    Economics or Development Studies with three years of experience in VSLA,
    SACCO, business or market economic development.
  • Proven experience in education, training and community
    consultations.
  • Very good knowledge of SILC methodologies and financial tools as well
    as approaches to business-start-ups and income generating activities.
  • Excellent supervisory, training, mentoring skills
  • Good organizational and time management skills
  • Ability to work with little or no supervision.
  • Excellent communication skills
  • Sensitivity and diplomacy in working with government officials and
    socially disadvantaged communities.
  • Keen attention to detail, ability to follow procedures and meet
    deadlines and work cooperatively with team members.
  • Excellent computer skills and very good analytical, information
    management skills.
  • Proven skills in riding a motorcycle and possession of a valid
    riding license or willingness to acquire.
  • Knowledge of Nga’Karimojong language is an added advantage.
