Job Summary: The
Operations Manager will support the Ugandan Red Cross Society (URCS) to manage
the Population Movement Emergency Appeal operation to ensure set objectives are
met within the approved budget and timeframe.
Key Duties and Responsibilities: 
  • Reporting
    to the IFRC EAIOI Operations Coordinator in Nairobi, and working closely
    with the URCS Field Operations Manager in Hoima district and the DRM
    Manager in URCS HQ in Kampala.
  • Oversee
    the coordination of timely, efficient and effective IFRC support to the
    Ugandan Red Cross Society in responding to the impact of the on-going
    influx of populations from DRC.
  • The
    delegate will support URCS to ensure close cooperation with Movement
    partners as well as communication and coordination with Government
    officials and agencies, UN partners and non-governmental organizations.
  • Support
    the field level implementation structure in operational planning and
    implementation in accordance with agreed priorities and adherence to
    relevant IFRC/URCS standards and requirements.
  • Work
    closely with the field based URCS implementation teams, technical units
    and branch structure in Kyangwali refugee settlements and Sebagoro entry
    site (Hoima district), and supporting activities in Ntoroko entry site
    (Ntoroko district).
  • Overall
    responsibility for supporting the planning, management and coordination of
    the Population Movement Emergency Appeal operation alongside URCS to
    achieve timely and effective implementation in Hoima district.
  • Responsible
    for initiating effective monitoring and reporting mechanisms as part of
    the Population Movement Emergency Appeal operation in Uganda and ensuring
    URCS capacity building in PMER & DM systems/requirements.
  • In
    collaboration with IFRC Finance (Nairobi) and URCS Finance, monitor
    expenditure against budget including specific pledge commitments for
    expenditure and reporting.
  • Ensure
    the timely development and provision of appeal and pledge based narrative
    and financial reports to the IFRC EAIOI office, according to IFRC
    procedures.
  • Provide
    coaching, mentoring and capacity building support, as required, to the
    operations management and technical staff of Ugandan Red Cross Society.
  • Ensure
    the application of the strategic direction of operations and focusing on
    achievement of the planned objectives.
  • Maintain
    close reporting and communication lines with URCS, and IFRC cluster
    office, and Movement partners.
  • Support
    the URCS structures to cooperate, collaborate and consult with key
    partners including Government agencies, UN partners and NGOs, and Movement
    partners to ensure consistency, harmonization and to avoid and duplication
    of effort.
  • Monitor
    the implementation of all activities as laid out in the plan of action,
    with particular attention to the broader context and monitoring the
    achievement of results.
  • Support
    the URCS to manage the effective and proper use of assets, financial
    resources and facilities according to UCRC and IFRC standard procedures in
    order to comply with auditing requirements.
  • Ensure
    URCS adheres to IFRC procurement and logistics procedures.
  • Facilitate
    technical support to URCS water and sanitation, health and/or shelter
    counterparts to ensure timely and effective assessment, planning and
    implementation of the activities under the operation
  • Support
    the planning and implementation of the following tasks with National
    Society staff and volunteers to improve health and reduce vulnerability of
    beneficiaries by:
  • Ensure
    SPHERE standards are attained and maintained where appropriate
  • Ensure
    international and/or national WASH related standards are maintained
  • Ensure
    other sanitation and hygiene needs are addressed where appropriate
  • Facilitate
    the documentation of best practices and lessons learned from the ERCS
    activities and assist in disseminating them to Federation staff and
    partners.
  • Assure
    full compliance of operations with RC/RC principles, IFRC rules,
    regulations and policies and operational strategies of the HNS and
    relevant reference documents and policies (Sphere, Do No Harm).
  • Perform
    any other related duties or responsibilities that may be assigned by the
    Operations Coordinator



Qualifications, Skills and Experience:
  • The
    applicant should preferably hold a relevant University degree (WASH/
    Public Health/ Civil Engineering /Disaster Management)
  • IMPACT
    course (or equivalent knowledge)
  • Demonstrable
    experience working as an Operations manager, preferably in a remote or
    isolated emergency context and/or in a refugee camp setting.
  • At
    least five years’ experience working for a humanitarian aid or local
    organization on empowerment and community-driven capacity building.
  • Experience
    building and maintaining strong cooperative and professional relationships
    with local and international partners
  • Experience
    of project planning and implementation, monitoring and evaluation
  • Experience
    of writing comprehensive narrative and financial reports
  • Experience
    of working for the Red Cross/Red Crescent Movemen
  • Technical
    background in WATSAN or Public Health.(Preferred)
  • Knowledge
    of / experience with participatory methodologies/ volunteer management in
    emergencies
  • Self-supporting
    in computers (Windows, spread sheets, word-processing, e-mail)
  • Strong
    demonstrable skills and expertise in capacity building in emergencies
  • Good
    skills in training, facilitation and presentations
  • Excellent
    communications skills and ability to sensitively negotiate complex
    situations
  • Valid
    international driving license (manual gears)
  • Skills
    in mentoring and developing staff
  • Willing
    to spend 8 months in a difficult, remote environment with minimal access
    to a main town
  • Creativity
    and the ability to work with limited resources
