Job Summary: The Finance
Administration Associate provides financial and admin support to several
regional PSC programmes to ensure high quality, accuracy and effective
execution of financial services and processes and transparent utilization of
financial resources. The Finance Administration Associate promotes a
client-oriented approach consistent with UNOPS financial rules and regulations
in the following areas;
Key Duties and Responsibilities:  
Ensure provision of efficient
finance support focusing on the achievement of the following results:
  • Use
    ERP system to review/process requests of payments, record entries in
    general ledger and other account management duties;
  • Maintain
    the finance section’s filing system;
  • Monitor
    financial records of expenditures and related transactions to ensure
    timely and accurate accounting information;
  • Review
    and confirm appropriateness of operational transactions processed as per
    applicable policies, regulations and interpretive guidelines;
  • Ensure
    the maintenance of financial data quality for PSC (UNMAS) projects;
  • Review
    and monitor project expenditures against approved budget and highlight
    inconsistencies to the finance officer;
  • Prepare
    notes for any incomplete invoices/claims and inform the respective
    claimant or vendor;
  • Ensure
    records are correct and up-to-date in the expenditure tracking system;
  • Prepare
    and file the necessary finance supporting documentation to ensure
    completeness and accuracy;
  • Prepare
    finance vouchers, ensure completeness of supporting documentation,
    accuracy of account code charges and disburse payments accordingly through
    ERP, following UNOPS rules and regulations;
Ensures provision of efficient
administrative support focusing on achievement of the following results:
  • Assist
    to manage the small service contracts (courier services, internet services
    etc.) to ensure satisfactory delivery of contracts in accordance to the
    established key performance indicators;
  • Manage
    petty cash administration duties to ensure an updated filing system and an
    accuracy of petty cash ledger;
  • Compile,
    verify and obtain certified monthly staff danger pay reports;
  • Liaise
    with Human resources department to ensure staff entitlements are processed
    in a timely manner;
  • Monitor,
    verify/certify and submit monthly staff cost recovery deductions;
  • Assist
    in administrative arrangements for personnel and visitors;
  • Assist
    in the stock-taking and inventory of office equipment;
  • Perform
    any other routine logistical and administrative duties at the duty station
    as directed by the supervisor.



Qualifications, Skills and Experience:
  • The
    ideal candidate for the United Nations Office for Project Services (UNOPS)
    Finance Administration Associate job placement should have completed secondary
    education required combined with six (6) years of relevant experience OR first
    level degree (Bachelor’s degree equivalent) in Finance or other relevant
    field combined with two (2) years of relevant experience.
  • Relevant
    experience is defined as experience in finance administration.
  • One
    year of UN experience is required.
  • Experience
    with UNOPS is desired.
  • Experience
    in handling petty cash management is desired.
  • Experience
    in the usage of computers and office software packages (MS Office 2013
    and/or newer versions) and advanced experience of spreadsheet and database
    packages is desired.
  • Experience
    in handling of web-based management systems is desired.
  • Language: Fluency in English (speaking, writing
    and reading) is required. Knowledge of another UN official language is
    desired.
