GOAL International is an international non-profit organization that was founded in 1977 and works to promote the realization of the fundamental rights of the poor, the vulnerable, and those affected by humanitarian crisis. GOAL currently works in 16 countries, with our head office in Dublin, Ireland.
About GOAL Uganda Programme:
First operational in Uganda in the late 70’s, the current country programme focuses on two of GOAL’s three strategic sectors, namely: Health (including WASH and Health Accountability programming); and a market based approach to improving agricultural livelihoods and WASH. GOAL Uganda mainstreams HIV, gender, child protection and the resilience strategies across all programming. GOAL works on a district focused approach, and uses a mixture of direct implementation and partnerships with national and international civil society organizations, local government, the private sector and communities to give effect to our mission. GOAL is currently operational in the North, South, East and West of Uganda with six established offices in Kampala, Bugiri, Abim, Kaabong, Lira and Agago Districts. We are funded by a number of donors who include DfID, Charity: water, Irish Aid, Master Card Foundation, GOAL and a number of small foundations.
Job Summary: The Finance Officer will support the Assistant Financial Controller through the preparation of monthly / annual management and internal / external financial reports for GOAL Uganda. The jobholder will also provide financial advice and support to the development programmes in Uganda.
Key Duties and Responsibilities:
Cash Management;
  • In charge of the preparation of weekly cash report for submission to HQ
  • Work closely with HQ regarding funds transfers whenever there are cash flow needs
  • Manage day-to-day finance issues within GOAL Uganda
  • In charge of the daily distribution of cash as per cash requisitions
  • Safe Management
  • Processing bank payments with minimal delays
  • The jobholder will support field offices in resolving their finance queries forwarded to Kampala office
  • Following up with staff having pending accountabilities
  • In charge of reviewing accountabilities received to ensure adequate supporting paperwork is attached
  • Updating Kampala safe cashbooks with cash receipts and payments in a timely manner
Monthly Payroll preparation
  • Timely preparation of monthly payrolls for national staff, international staff and relief staff;
  • Preparation and submission of statutory returns for PAYE and NSSF;
  • In charge of preparation and dissemination of monthly payslips to respective HR representatives
  • Preparation of Quit claim forms for leavers
  • Updating of the annual payroll tracker
  • Timely filing of finance related documents in a timely manner
  • Liaison with financial institutions on any financial related matters
  • Perform any other duties as required by the Assistant Financial Controller



Qualifications, Skills and Experience: 
  • The ideal candidate for the GOAL International Finance Officer vacancy should be at least a Part-Qualified Accountant CPA/CIMA/ ACCA or holder of bachelor’s degree in finance related discipline
  • One to two years’ experience, preferably in an NGO environment
  • Previous experience in preparation of maintaining accounts records/cash books
  • Computer literacy skills including proficiency in Microsoft Excel.
  • Self-motivated, organised and innovative
  • Excellent communication skills
