rights and fight to improve matters for populations living in precarious
situations. MdM currently works in more than 45 countries across all
continents where it focuses on 5 priority areas: emergency and crisis, sexual
and reproductive health, harm reduction, migrants and displaced populations
(health rights), health and environment.
Key Duties and Responsibilities:    Under the supervision of the General
Coordinator, you have the logistics, administrative and financial
responsibility of the programmes according to MdM and donors standards.
Finance
  • Monitor the financial system and ensure
    the development of the project and coordination budget
  • Manage the update of the monthly
    accounts and the monthly budget followup and forecast (BFFU)
  • Ensure the implementation of the
    accounting followup
  • Control and validate the monthly funds
    request prepared by the accountant
  • Propose and ensure implementation of
    financial policies and procedures
  • Supervise the preparation and submission
    of finance reports to donors
Administration
  • Manage the filing, storage and security
    of documents
  • Supervise the visa processes and
    registration of expatriate team and more generally follow matters related
    to MdM registration/licence in Uganda
  • Ensure the respect of the legal and
    administrative procedures and the compliance to Ugandan laws for all
    aspects of the mission
Human resources management
  • Follow up the recruitment/renewal
    procedures/policies
  • Contribute to the implementation of the
    internal working rules
  • Support the mission for the recruitment
    processes
  • Supervise the HR database management and
    the monthly payment of salaries
  • Be in charge of the construction and
    follow up of the mission’s training plan and ensures that annual
    appraisals are done
  • Train, coach and support the national
    administrative and logistics managers
Logistics
  • Ensure the respect of MdM and donor’s
    procurement procedures (especially for drugs and medical supplies),
    elaborate and supervise purchase strategy
  • Supervise a secured and adapted storage
    of drugs and medical supplies
  • Participate to the identification of
    infrastructures, equipment, materials and suppliers
  • Supervise the safety and maintenance of
    premises (offices and guesthouses)
  • Implement process/policies, rules and
    logistical tools
  • Implement and supervise the logistic
    aspects of the security pack in collaboration with the GenCo
  • Follow up the security context and
    supervise the security of transport

Qualifications, Skills and Experience:
  • Three years of working experience in a
    humanitarian context as support services coordinator or logadmin
    coordinator
  • Experiences as log manager and/or admin
    manager will also be valued
  • Capacity building experience is a must
  • Experience with ECHO contracts would be
    an asset
  • Good ability to work quickly, under
    pressure, and with short deadlines
  • Good ability to manage priorities and to
    adapt them daily according to the context
  • Excellent computing skills (Word, Excel,
    SAGA)
  • Good communication and problem solving
    skills
  • Ability to listen and share decisions
  • Ability to work under a minimum of
    supervision
  • Driving licence would be an asset
  • Languages: Fluent English. French would
    be an asset
