Job Summary: The Administration
Manager oversees the overall country procurement and supply chain management;
general contracts management; vehicles, property and fixed assets management
and staff safety and security. The holder has a delegated authority of up to
US$35,000.
Key Duties and Responsibilities: 
  • Leads service level contract negotiations and
    contracts management to ensure value fo
    r money and compliance to established procedures.
  • Heads the contracts committee where contracts
    are timely reviewed, compliance issues to Government of Uganda laws and
    audit recommendations are taken into consideration.
  • Develops a country procurement strategy in collaboration with Procurement
    Coordinators and leads its implementation.
  • Oversees management of procurement and other
    logistics to ensure goods and services are purchased in time to facilitate
    project implementation at the same time ensuring
    the organisation receives value for
    money.
  • Supervises estates management for our offices
    in Uganda to ensure compliance to tenancy agreement standards.
  • Monitors and manages administration related
    budget to ensure that spend is in line with agreed prior
    ities and well managed for effective and
    efficient operations.
  • Oversees security management at Country Office
    and Programme Areas to ensure Plan International Uganda staff and assets
    are safe and hence minimisation of loss of lives and property.
  • A lead person for Human Resource Development in the Administration
    department, including but not limited to recruitment, deployment, staff
    morale and team approaches to work.
  • Develops and maintains systems and procedures
    of Plan International Uganda’s assets a
    nd properties that lead to efficacy in use and management. Included
    here is corporate risk insurance, acquisition and disposal, managing a
    viable assets data base.
  • Develops and maintains systems for the
    monitoring of vehicle use, and interfacing with lin
    e managers to make appropriate vehicle
    management decisions.
  • A legal contact person responsible for handling
    legal issues and liaising with our Legal Counsel for appropriate advice
    and intervention.
  • Supervises, directs and evaluates
    Administration depa
    rtment
    staff, handling employee concerns and problems, directing work, coaching,
    counselling, disciplining and completing employee performance appraisals
  • Promotes and abides by Plan International
    policies and procedures, including but not limited to gend
    er equality mainstreaming, Child
    Protection Policy; Code of Conduct and the related mandatory reporting
    responsibilities.



Qualifications, Skills and Experience:
  • The applicant for the Plan International Administration Manager job
    opportunity must hold a Bachelor’s Degree in Business studies / Purchasing or equivalent
  • Five years relevant working experience in a
    similar role
