Mercy Corps is an International
NGO that exists to alleviate poverty and oppression by helping people build
secure, productive and just communities. Mercy Corps has been fully registered
in Uganda as an operational NGO. Currently Mercy Corps has an office in Kampala
and is implementing Food Security programs which comprise of Water and
Sanitation, Livelihood and Agriculture and Conflict Mitigation Management
Program in North and North Eastern Uganda. We implement programs in the
northern districts of Pader, Kitgum, Agago, Lamwo, Kaabong, Abim and Kotido
with funding from USAID, USDA, Walmart Foundation, SDC, DFID as well as other
private donations.
About USAID Apolou Program:
In October 2017, Mercy Corps
was awarded a 5 year USAID/ Food for Peace- funded program working in 4
districts in Karamoja, the Apolou Activity. The Activity has four purposes with
cross cutting themes of gender and youth and resilience: 1) Inclusive and effective
governance contributes to food and nutrition security, 2) Improved health and
nutritional status of pregnant and lactating women, children under five, and
adolescent girls, 3) Improved WASH conditions and 4) Adolescent girls,
adolescent boys, women and men access diverse and secure livelihoods through
improved capacities and strengthened market systems. Apolou is implemented by a
consortium of actors led by Mercy Corps, including Save the Children, Whave
Solutions, four local partners (KAPDA, AIDI, NARWOA and Riam Riam) and Tufts
University’s Feinstein International Centre (FIC).
Job Summary: The Resource
Transfer Assistant will ensure the effective delivery of the system by
registering beneficiaries, onboarding merchants, reconciling redemptions,
conducting post-distribution monitoring and ensuring effective responses to
complaints.
Key Duties and Responsibilities:  
Strategy & Vision: Identify new opportunities for more effective
resource transfer delivery and share with resource transfer manager
Program Implementation:
  • Support
    resource transfer start up, including training of merchants
  • Conduct
    beneficiary registration exercises, ensuring that beneficiaries are
    effectively targeted according to established vulnerability criteria
  • Clean
    datasets, ensuring that graduated beneficiaries are removed from
    eligibility
  • Conduct
    beneficiary and merchant verifications, as well as standardized
    post-distribution monitoring
  • Ensure
    the complaints mechanism is functional and individual complaints have been
    addressed.
  • Support
    reconciliation of merchant and beneficiary data.
  • Support
    the Resource Transfer Manager in troubleshooting supply chain issues and
    capacity development of local partners.
Team Management: Oversee complaints response mechanism at
community level, ensuring volunteers are able to effectively log complaints and
provide feedback to beneficiaries
Finance & Compliance
Management:
 Ensure compliance with donor and Mercy Corps
regulations, particularly cash and in-kind distribution protocols and
beneficiary data protection.
Influence & Representation:
  • Establish
    strong relationship with local government, gaining buy in and building
    local government capacity to oversee resource transfers
  • Support
    the Resource Transfer Manager to document best practices in resource
    transfers to influence external stakeholders to move towards market-based
    solutions instead of in-kind distributions
Security:
  • Ensure
    beneficiary protection policies are adhered to and implement post
    distribution monitoring and evaluation system to measure intended and
    unintended impacts, including monitoring of gender based violence
  • Ensure
    data protection policies are adhered to, establishing security controls
    for software, hardware and archive beneficiary databases.
Organizational Learning:  As

Beneficiaries:
 Mercy Corps team members are expected to
support all efforts toward accountability, specifically to our beneficiaries
and to international standards guiding international relief and development
work, while actively engaging beneficiary communities as equal partners in the
design, monitoring and evaluation of our field projects.



Qualifications, Skills and Experience:
  • The
    ideal candidate for the Mercy Corps Resource Transfer Assistant
    job opportunity should an O-level
    certificate. A diploma in business studies or social sciences preferred
  • At
    least five years of relevant experience, including strong track record
    with relevant previous organizations required
  • Demonstrated
    attention to detail essential.
  • Experience
    working with multiple stakeholders to identify beneficiaries according to
    established criteria required.
  • Prior
    experience implementing distributions is required, preferably in a
    non-camp setting. Experience with Cash Transfer Programming strongly
    preferred.
  • Experience
    implementing assessments, monitoring and evaluation and other learning
    efforts required, with familiarity with tablets/smartphone data collection
    a plus
  • Experience
    working with electronic data collection and use of databases preferred.
  • Excellent
    spoken and written English
  • Nga’Karimojong
    (Moroto, Kaabong, Kotido positions) and or Ik (Kaabong) language skills
    are required Pokot language skills are required (Amudat positions). Non
    fluent speakers need not apply.
  • The
    successful candidate will be energetic, able to work long hours outside of
    the office.
  • The
    successful candidate will also have strong attention to detail, the
    ability to communicate well with community representatives and be
    committed to maintaining a compliant workplace, free of fraud and
    corruption.
