Restless Development (Uganda)
is an International NGO established to address the challenges faced by young
people in Uganda by placing young people at the forefront of change and
development. Our vision is for all Ugandan youth to live healthy and productive
lives, fully supported by those around them. Our programming focuses on three
core areas: youth sexual and reproductive health and rights, youth civic
participation and youth employment and livelihoods.
Job Summary: The Programme
Officer will manage the field implementation of the programme, liaison with the
young researchers and the coordination of other key programme actors.
Key Duties and Responsibilities: 
Logistics and Communication: 40%
  • Lead
    on logistical arrangements for recruitment, training, events, community
    consultations and dialogues, travels, research and other programme related
    activities
  • Lead
    procurement of all programme items
  • Support
    research team’s logistical arrangement for field work (research &
    civic education), community consultations and dialogue, district coalition
    meetings, data analysis and other sharing and action planned activities
  • Develop
    logistical checklist to guide activities and activities support
  • Provide
    ongoing support and mentorship to youth researchers
  • Keep
    in constant communication with research team and programme coordinator
  • Support
    the programme coordinator to update Restless Development on project
    progress and seek advice as necessary
  • Keep
    consistent detailed records of logistical aspects of the programme
  • Establish
    and maintain contact database for the project
  • Support
    programme coordinator to in sensitization of key programme actors
  • Support
    selection and mapping of research teams and youth-led / youth-serving CBOs
  • Support
    the establishment of district coalitions with youth-led and youth-serving
    organizations
  • Support
    training of research teams, CBO partners, and local government officials
  • Support
    the development of training and other relevant materials drawing on best
    practices
  • Prepare
    monthly reports
Safety and welfare of research
team 30%
  • Work
    with research teams to prepare field work and plan for support required
  • Keep
    regular communication with research teams and provide backstopping
    logistical support when necessary
  • Support
    welfare of research teams, following up on issues as required
  • Develop
    checklist of items to be used before the research teams travel to any
    activity to ensure they are properly equipped
  • Log
    the research teams travel and check all safety and security measures have
    been fulfilled before travel
Financial planning and
Management 15%
  • Support
    research teams to manage funds for field
  • Make
    payments for programme related activities and keep accurate records of
    financial expenditure
  • Manage
    budgets
  • Ensure
    that financial management is undertaken according to Restless Development
    policies and procedures
  • Assist
    the programme coordinator in tracking project’s budget
  • Provide
    regular updates to the programme coordinator as required.
Monitoring and Evaluation 10%
  • Keenly
    track the project progress and feedback from key programme stakeholders
  • Document
    change stories and learning to inform the programme
  • Gather
    evidence, facts and other relevant data to support programme documentation
Other Duties as Required 5%
  • Other
    duties as required, including occasional work on weekends for which time
    off in lieu can be taken

Qualifications, Skills and Experience: 
  • The
    applicant for the Restless Development Programme Officer job
    opportunity must have experience of making logistical arrangement for
    organizing events and meetings
  • Experience
    in asset management and procurement
  • Effective
    verbal and written communication and interpersonal skills
  • Excellent
    organizational skills
  • Excellent
    computer skills including Excel, Word, etc…
  • Ability
    to solve problems and make sound operational decisions
  • Experience
    in budget and finance management
  • Experience
    in working in a multi-cultural environment
  • The
    individual must be results oriented, highly self-motivated, have
    demonstrated analytical skills and be comfortable with a rapidly changing
    environment.
  • The
    successful individual will also be able to establish strong working
    relationships with staff in Uganda and internationally.
  • The
    successful candidate will be personally committed to Restless Development
    Uganda’s mission and values.
  • Fluency
    in written and spoken English essential
  • Lusoga
    and Karimojong speaking candidates is desirable
