CRS has worked in Uganda since 1965, initially providing emergency assistance
to Sudanese refugees living in the north. Over the years, CRS has expanded its
programming to also address development needs in western, central and eastern
Uganda. CRS’ projects in Uganda currently include agricultural livelihoods,
health and social services and emergency response and recovery. CRS implements
its programs through partnerships with local organizations, including the
Catholic Church, other faith-based organizations and community entities for
maximum impact and sustainability.
Job Summary: The WASH
Program Manager will oversee the implementation and lead the CRS WASH
operations across Bidi Bidi Refugee Settlement in Yumbe district. The Program
Manager will represent CRS in Sector Coordination Meetings and manage
relationship with other WASH partners, private sector partners, UNHCR, and OPM
representatives to build synergies and promote coordination in WASH
programming. In addition, the Program Manager will work closely with the
Emergency Coordinator and Business Development Manager to seek and respond to
WASH-related fundraising opportunities aimed at increasing access to
sustainable WASH services to South Sudanese Refugees and Host communities.
Key Duties and
Responsibilities: 
Program Implementation Role
  • Manage and implement all WASH activities
    throughout relevant project cycles – project design, start-up,
    implementation and close-out – to ensure efficient and effective
    implementation in line with CRS program quality principles and standards,
    donor requirements, and good practices.
  • Ensure that Field Engineers and Senior
    Project Officer Hygiene Promotion monitor CRS Field activities and
    contractors adheres to Health and Safety standards during construction
    activities.
Staff Management
  • Effectively manage talent and supervise
    the WASH team. Manage team dynamics and staff well-being.
  • Provide coaching, strategically tailor
    individual development plans, contribute to the recruitment process of
    project staff, and complete performance management for direct reports.
  • Coordinate the identification of staff
    capacity gaps and technical assistance needs for capacity strengthening
    and required interventions to support quality project implementation
Budget Management Role:
  • Coordinate and monitor financial and
    material resources relevant to project needs. Through planning and oversight
    ensure efficient use of project resources
  • Monitor project development/implementation
    and identify deviation from approved project plans and implement
    corrective measures when necessary to ensure that the partners meet the
    project objectives.
Reporting Role:
  • Support the Emergency Coordinator to
    prepare and submit quality monthly Sit Reps, quarterly and annual donor
    reports.
  • Help identify, assess and strengthen
    partnerships relevant to the WASH sector, applying appropriate application
    of partnership concepts, tools and approaches.
  • Ensure the integration WASH across other
    program areas including Livelihoods, Shelter and private sector
    engagement.
Monitoring, Evaluation, Accountability and Learning Role:
  • Ensure the development and implementation
    of a strong Monitoring, Evaluation, Accountability and Learning (MEAL)
    system using appropriate CRS tools and resources to maximize project
    impact on beneficiaries.
  • Promote MEAL and knowledge management by
    leading program/project reviews and reflections with staff and partner
    representatives and documentation of good practices and lessons learned
    for assessments, to adjust strategies and implementation plans, to inform
    future programming initiatives and approaches, and to contribute to
    organizational learning.
Business Development and Growth: Act as a key resource person
in project design and proposal development in WASH programming area,
gap-filling and taking on growth responsibilities, as needed.
Coordination and Partnership Role: 
Closely work with WASH Technical Sector Working Group and other
Coordinating mechanisms at Zonal and District level



Qualifications, Skills and Experience: 
  • The ideal candidate for the Catholic
    Relief Services (CRS) WASH Program Manager job placement should preferably
    hold a Master’s Degree in Civil Engineering, Hydraulic Engineering,
    Hydrogeology or Construction Engineering or Master’s Degree in Public
    Health, the Social Sciences with experience in WASH infrastructure and
    social and behavioral change interventions
  • Additional experience may substitute for
    some education.
  • Project management experience in WASH is
    highly desirable
  • Five years work experience in WASH
    programming; experience in management positions in donor funded WASH projects
    is an added advantage;
  • Demonstrable experience in budget
    management
  • Previous experience in business
    development/fundraising in the WASH sector.
  • At least three years’ experience working
    with INGOs in the field of Emergency WASH or other infrastructure WASH
    programs.
  • Implementation experience of water supply:
    gravity fed systems and distribution networks, motorized systems,
    experience in repairing hand pumps, tap stands, etc.
  • Previous implementation experience in
    sanitation: construction experience especially different types of latrine
    and toilet technologies
  • Experience using MS Windows and MS Office
    packages (Excel, Word, PowerPoint), Web Conferencing Applications,
    information management systems.
  • Directly supervise two Field Engineers and
    a Senior Project Officer WASH
  • Well-developed interpersonal and team
    skills and proven ability to be flexible in demanding situation
  • Assessment, analytical and planning skills
  • A capacity and desire to pass on skills
    and information, a confident communicator and willing to work in a
    collaborative and respectful way with the beneficiaries.
  • Knowledge of and commitment to
    humanitarian principles (NGO / Red Cross code of conduct) and with Sphere
    humanitarian charter and minimum standards
  • Fluent English language (speaking and
    writing) and knowledge of the local language in Yumbe district, Arabic is
    an added advantage.
  • Previous experience of working with local
    partners including local authorities’/settlement leadership
  • Proven experience in gender analysis and
    integrating gender & diversity into the emergency program
  • Flexibility and ability to work under
    pressure and meeting deadlines in changing emergency contexts/ situations
  • Communicates strategically under pressure

  • Willingness to be based in Yumbe
