Job Summary: The
National Gender Specialist for Nationally Determined Contributions Process will
support the development of an in-depth gender analysis to better understand
where women and men are situated in climate change priority sectors, the
barriers for women’s empowerment and participation in contributing to each
sector, and the opportunities for policy articulation to strengthen the
integration of gender equality into NDC planning and implementation processes.
This includes sectorial analyses, analysis of sex and gender disaggregated data
for evidence-based identification of gender differences in vulnerabilities,
gaps in resources, and opportunities for supporting climate change adaptation
and mitigation actions. This will also include setting of programming
objectives/actions in at least 2 key sectors, development of indicators, and a
baseline for monitoring and reporting; multi-stakeholder consultations
(interviews, surveys, working sessions, etc) and one national workshop.
Key Duties and Responsibilities:
The Gender Specialist will
perform the following tasks:
  • Formulate
    a detailed methodology and work plan for the in-depth gender analysis, an
    approximate timeline needed to complete the study and the required
    technical resources.
  • Conduct
    a desk review of the relevant climate and gender-related policies,
    mechanisms, institutional structures and frameworks to assess the national
    gender situational analysis. It will also identify priority sectors and
    conduct a capacity needs assessment within key climate sectors and gender
    machineries for gender mainstreaming in the NDC process.
  • Conduct
    interviews, surveys, working session as part of a multi-stakeholder
    consultative process to key Government actors and other stakeholder groups
    (i.e. civil society, academia, private sector, UN Agencies) involved in
    the relevant climate and gender decision making and planning processes to
    ensure broad integration of perspectives.
  • Organize
    a national workshop on gender integration into the NDC planning process.
  • Carry
    out a participatory gender analysis to fully consider the different needs,
    roles, benefits, impacts, risks and access to/control over resources of
    women and men, relevant to inform the NDC implementation.
Other specific tasks:
  • Identify
    and synthesize best practices and lessons learnt directly linked to gender
    equality and women’s empowerment
  • Develop
    a Gender Action Plan for the project with annual outputs to facilitate
    implementation of activities that promote gender equality and women’s
    empowerment.
  • Provide
    inputs to the UNDP Social and Environmental Screening Procedure including
    assessing potential impacts of the project on gender equality and specific
    activities to mitigate and/or minimize them
  • Prepare
    communication products to increase publicity for the thematic area gender
    including the drafting of related success stories and updating of the
    Gender Equality and Women Empowerment portfolio of the project.
  • Assist
    in analysis and research of the status of gender equality and women’s
    empowerment in Uganda including evolving developments, constraints,
    opportunities and successes.
  • Identify
    and propose potential areas/opportunities for support and intervention by
    UNDP beyond the NDC for resource mobilization.
  • Support
    the monitoring the gender equality and women’s empowerment thematic area
    of the NDC implementation.



Qualifications, Skills and Experience:
  • The
    ideal candidate for the Office of the United Development Programme (UNDP) National
    Gender Specialist job opportunity should hold a Master’s degree in any of
    the related areas: gender, climate change, environment, sustainable
    development.
  • The
    ideal candidate for this job opportunity should have seven years of experience
    in relevant technical areas in climate change/environment and gender;
  • Proven
    ability to undertake gender analysis, design relevant criteria and gender
    strategy;
  • Demonstrated
    understanding of issues related to climate change/environment, NDCs, Low
    Emission Development Strategies (LEDS), Nationally Appropriate Mitigation
    Actions (NAMAs) and National Adaptation Plans (NAPs) .
  • Experience
    in designing and facilitating capacity building processes;
  • Previous
    experience in conducting research and analysis in the area of gender
    equality and at least one other related theme, including climate change
    mitigation and/or adaptation, NDC, environment and/or sustainable
    development.
  • Demonstrated
    experience in designing and facilitating capacity building processes in
    developing countries.
  • Strong
    understanding of the links between climate change/environment and gender
    issues.
  • Demonstrated
    experience working on policy and programmatic issues with national and
    local governments and civil society organizations.
  • Experience
    or strong familiarity with the work of UNDP and/or other multilateral,
    bilateral and civil society development partners.
  • Excellent
    analytical, writing, and communications skills.
  • Demonstrated
    ability to work in an independent manner
