Job Summary: The Rehabilitation
Services Supervisor will work under the direct responsibility of the
Rehabilitation Services Supervisor and in close collaboration with the MEAL
department, the Mental Health and psychosocial support (MHPSS) supervisor, the
Inclusion Supervisor/Officer and HI partners, he/she responsible for
overall  daily management and
implementation of rehabilitation activities at the fixed facility in the
refugee settlement and mobile team, coordinates planning, implementation, and
monitoring and evaluation of rehabilitation services, Responsible for timely
and quality   service delivery as per HI
standards and Monitoring and evaluation of rehab services in the settlement
Key Duties and Responsibilities:
Contribute to HI rehab
strategy, identifying needs and priorities.
  • Responsible
    for assessing needs at field level and identifying priority areas for
    intervention, in close link with MHPSS and Protection Supervisors, and the
    technical team. Contribute to the development of new interventions based
    on identified needs and readjustment of the project accordingly Support
    the continuous development and review of key tools to support the
    response, in close collaboration with the Field co, MEAL Manager and TA.
Overall responsibility for
coordination of rehabilitation services in the settlement in accordance with HI
strategy and approved work plan:
To ensure smooth implementation of rehabilitation activities in line with
HI procedures and donor requirements
  • Develop
    activity implementation plans jointly with fixed and mobile teams, and in
    close coordination with the Rehabilitation team and Rehabilitation TA
  • Compile,
    analyse and provide feed-backto the rehabilitation team on their weekly
    planning and reports as a way to monitor activities and to build
    capacities.
  • Organize
    regular team meetings with rehabilitation team to monitor achievements and
    give guidance to the different team members.
  • Follow
    up project’s indicators (qualitative and quantitative) with the MEAL manager
    with strong emphasis on quality and implement necessary actions for
    improvements.
  • Ensure
    the quality of the rehabilitation services by evaluating their impact on
    beneficiaries’ situation and take necessary actions (training of staff if
    needed, improvement of coordination mechanisms, adaptation of the content
    of activities, etc.)
  • Work
    closely with the protection and MHPSS teams, ensuring a comprehensive
    approach to beneficiary needs, and effective identification, treatment and
    follow up of beneficiaries. 
    Coordinates with Logistics department to ensure prompt procurement
    and delivery of rehabilitation requirements (consumables, assistive
    devices, equipment etc.)
  • Take
    lead in technical and administrative links and coordination with partners
    in the settlement for smooth services delivery
  • Contributes
    to the respect of the security rules and transmits all security
    information to the field coordinator
  • Logistics
    management (launch supply, plan movement..) in close links with TA
Ensure the technical quality
of the rehabilitation services delivered to the project beneficiaries:
Ensure adherence to and uphold HI standards
of quality rehabilitation services
  • Benchmarks:
    Capacity building plan for rehabilitation officers and physiotherapists,
    monitoring and evaluation system in place, quality reports and accurate
    data
  • Continuously
    assess individual team members’ capacity and identify needs for further
    mentoring and coaching.
  • Provide
    regular and standardized mentorship of rehabilitation team members,
    measuring improvements in knowledge and skills through pre-tests and
    post-tests and practical sessions.
  • Facilitates
    regular case presentations of actual cases seen in the field /community
    and encourages active participation of each team member, both within
    rehabilitation team as well as facilitating multidisciplinary case
    presentations.
  • Ensure
    effective and efficient implementation of beneficiary management tools
    (client assessment, treatment outcome monitoring and measurement tools)
    and procedures.
  • Ensure
    the team members stay on schedule and meet their performance metrics
    through development of appropriate tracking tools and coaching, as
    necessary.
  • Conduct
    regular monitoring of rehabilitation service delivery in the field through
    regular follow-up visits.
Team management and capacity
development of the rehabilitation staff:
Develop the team’s autonomy/motivation and performance
  • Supervise
    and lead the rehabilitation team, validate individual action plan, carry
    out assessments/appraisals, and recommend disciplinary measures, as
    necessary.
  • Analyse
    strengths and weaknesses of the different team members through performance
    appraisals and regular follow-ups, and build their capacities through
    continuous mentorship , in close link with the Rehabilitation TA
  • Brief
    new team members (on HI, the project, their responsibilities and tasks, HI
    policies, the internal functioning) and ease incorporation of new staff in
    the team.
  • Work
    closely with team members to resolve problems and report as required on
    performance, issues, and resolutions.
Contribute towards data
collection and reporting:
Ensure
on-going information collection and analysis to enhance HI’s exchange of
project information
  • Ensure
    that proper and accurate data are collected by staff while using the
    “individual needs assessment form” and different technical assessment
    forms, using criteria and indicators established by the project
  • Provide
    relevant analysis of the data collected for use in monthly and quarterly
    reports.
  • Facilitate
    documentation of success stories and case studies for use in
    capitalization documents.
  • Contribute
    to quality visibility of the implemented interventions through attendance
    in related meetings and activities, among others.
  • Liaise
    with Field Coordinator in the development of the project strategies,
    interventions and approaches



Qualifications, Skills and Experience:
  • The
    ideal candidate for the Handicap International Rehabilitation Services Supervisor
    job opportunity must hold a  D
    egree in
    Physiotherapy/ Occupational Therap
    y or its equivalent
  • Three years of experience working in
    rehabilitation (experience in refugee settings an added advantage)
  • Previous experience in staff management
  • Experience in implementing projects supporting
    community management and participative methodo
    logy
  • Abilities to work within a team and collaborate
  • Capacities to analyse and makes a decision
  • Abilities to properly communicate with
    beneficiaries, families/caretakers and medical staff
  • Motivated, dynamic; able and willing to take initiatives
  • Time and work management abilities as well as
    autonomy
  • Willing to learn and develop professionally
  • Open and interested in disability issues
  • Fluent in written and spoken English
  • Good computer skills (Outlook, Word, Excel, Power
    Point, the Internet)
